New Points on Procedures for Registering Vietnam-Laos Cross-Border Trade Activities

The Ministry of Industry and Trade has recently issued Circular 56/2018/TT-BCT providing guidelines for the implementation of certain provisions of the Border Trade Agreement between the Government of the Socialist Republic of Vietnam and the Government of the Lao People's Democratic Republic.

According to Circular 56, traders looking to benefit from the incentives in Vietnam-Laos border trade activities must submit a dossier to one of the Departments of Industry and Trade of the two border countries. The registration procedure is as follows:

- Within 03 working days from the date of receipt of the complete dossier, the Department of Industry and Trade shall submit it to the President of the provincial People's Committee of the border province for consideration and decision on announcing the trader eligible to conduct Vietnam-Laos border trade activities.- Within 02 working days from the date of receipt of the proposal from the Department of Industry and Trade, the President of the provincial People's Committee of the border province shall consider, issue, or refuse to issue the announcement decision. In case of refusal, the President must respond or authorize the Department of Industry and Trade of the border province to respond to the trader in writing and clearly state the reasons.
