New Points on Dossier for Issuing Practicing Certificates for Construction Activities

Decree 100/2018/ND-CP supplements additional necessary documents for the application dossier for the issuance of a professional practice certificate (PPC) for the first time. Besides, it also provides additional regulations on the dossier for reissuance of PPC; dossier for amending and supplementing contents of PPC; dossier for converting PPC. To be specific:

For the dossier requesting the issuance of PPC for the first time, upgrading PPC, it includes:

- Application form for the issuance of PPC (according to Appendix I) accompanied by 02 color photos 4 x 6 cm with a white background portrait of the applicant taken within 06 months;- Diploma issued by a legitimate training institution suitable for the type and grade of PPC requested. In case of a diploma issued by a foreign training institution:- Must be a consular legalized copy as per regulations;- Must have a notarized and certified Vietnamese translation according to Vietnamese law;- PPC issued by a competent authority in case of a request to upgrade PPC;- Job assignment decisions (task assignments) of the organization to the individual or a confirmation document by the legal representative of the investor regarding important tasks that the individual has completed according to the contents declared. The signee must take responsibility for the authenticity of the confirmation content. For individuals practicing independently, there must be contracts and acceptance records of major completed tasks declared.- Legal documents on residence or work permits issued by competent Vietnamese authorities in case the individual is a foreigner.- Examination results meeting the requirements, in case the examination was conducted before the dossier submission for PPC issuance.- For the above-mentioned documents, they must be notarized copies or files containing color images photographed from the original or copies, presenting the originals for comparison.

For the dossier requesting reissuance of PPC, it includes:

- Application form for PPC issuance (according to Appendix I) accompanied by 02 color photos 4 x 6 cm with a white background portrait of the applicant taken within 06 months;- Notarized copy or file containing color images photographed from the original or copies of the PPC issued, present the original for comparison. In case of lost PPC, a commitment from the applicant for reissuance is required.

For the dossier requesting adjustment or supplementation of PPC content, including:

- Application form for PPC issuance (according to Appendix I) accompanied by 02 color photos 4 x 6 cm with a white background portrait of the applicant taken within 06 months;- Relevant documents related to the content requested for adjustment and supplementation according to the dossier regulations for the first issuance of PPC, upgrading PPC.

For the dossier requesting PPC conversion, including:

- Application form for PPC conversion (according to Appendix III) accompanied by 02 color photos 4 x 6 cm with a white background portrait of the applicant taken within 06 months;- Copy of the training diploma, professional practice certificate issued by a foreign authority, organization that has been consular legalized, translated into Vietnamese, and notarized and certified according to Vietnamese law;- Notarized copies or files containing color images photographed from the original or copies of legal documents on residence or work permits issued by competent Vietnamese authorities according to regulations.
