New Points on Budget Estimation for Supporting the Use of Public Utility Water Resource Products and Services

According to Decree 62, organizations managing irrigation works must prepare cost estimates for support funds used for public utility irrigation products and services, other support funds, and report to the competent authority. To be specific:

- Organizations managing central irrigation works must report to the Ministry of Agriculture and Rural Development and the Ministry of Finance.- The Department of Finance will take the lead and cooperate with the Department of Agriculture and Rural Development to compile the cost estimates of local irrigation work management organizations, reporting to the provincial People's Committee for submission to the provincial People's Council for approval, and simultaneously reporting to the Ministry of Finance.- Irrigation work management organizations managed by the district level will be led by the District Finance and Planning Department, in cooperation with the District Agriculture and Rural Development Department, to review and compile cost estimates, reporting to the district People's Committee to send to the Department of Finance for aggregation.

The Ministry of Finance will be the agency to aggregate the cost estimates for support funds used by central irrigation work management organizations and the cost estimates of localities into the central budget estimate to report to the Government of Vietnam for submission to the National Assembly for approval.
