New Points in the List of Export and Import Goods of Vietnam

On September 1 in Hanoi, the Ministry of Finance held a press conference to introduce the list of export and import goods of Vietnam issued with Circular 65/2017/TT-BTC dated June 27, 2017, by the Ministry of Finance.

The current list of export and import goods of Vietnam fully complies with the 2017 HS List of the World Customs Organization and the 2017 ASEAN Harmonized Customs Nomenclature.

Classified into 1,039 groups at the 4-digit level; 1,859 subgroups at the 6-digit level, and detailed into 10,813 codes at the 8-digit level. Compared to the list of export and import goods of Vietnam issued under Circular 103/2015/TT-BTC by the Ministry of Finance on July 1, 2015, the new list of export and import goods will increase by 1,255 codes detailing changes in technology, technique, commercial characteristics, environmental standards, to meet management requirements and international trade trends in the context of integration.

The new list will be more detailed, including commodity codes, commodity descriptions at the 8-digit level, and units of quantity for each code, issued bilingually in English and Vietnamese.

Ms. Nguyen Thi Thanh Hang, Deputy Director of the Tax Policy Department, Ministry of Finance, said that the purpose of developing the new List is to convert the language of the AHTN2017 List of ASEAN from English to Vietnamese for new commodity lines to accurately reflect the nature of goods, use precise specialized terms, and add explanatory content to ensure accurate commodity classification.

During the process of developing the list of export and import goods of Vietnam, the Ministry of Finance organized working sessions, thematic workshops with relevant ministries and central authorities, associations, corporations, and enterprises to review and unify opinions on the detailed contents in the List, Ms. Hang added.

At the same time, the Ministry of Finance solicited opinions from the People's Committees of provinces and cities and posted it on the website of the Government of Vietnam and the Ministry of Finance to seek broad feedback from the business community.

The new list is built on the principles of complying with international commitments, applying specialized terms in commodity descriptions, and adding reference citations such as Vietnamese Standards, Vietnamese Regulations to clarify items; add appendices and explanations at the 9-digit level to assist in commodity classification, Ms. Hang emphasized.

Going into specifics, Ms. Dao Thu Huong, Deputy Director of the Export and Import Tax Department, Ministry of Finance, noted that compared to List 103/2015/TT-BTC, the new list focuses on several industry groups, including automobiles, seafood, wood, chemicals, ceramic tile products, machinery, and equipment... which are industries with technological, technical development, or commercial shifts, requiring enhanced management of the environment and hazardous chemicals...

A notable change in the new list is the detailing of new subgroups in the automobile sector such as electric cars, electric vehicles, hybrid engine vehicles (gasoline-electric or diesel-electric)...

The machinery and equipment sector details additional codes reflecting new technologies such as products using light-emitting diode (LED) technology or products using multi-component integrated circuits.

The seafood industry details the names of certain high-commercial-value fish and mollusks or adds scientific names of fish species and fish by-products to facilitate management…
