Decree 11/2019/ND-CP was signed and promulgated by the Government of Vietnam to amend and supplement the Decrees regulating administrative procedures related to the submission of certified and authenticated copies of documents within the scope of the management functions of the Ministry of Culture, Sports, and Tourism.

Effective from March 15, 2019, the dossier for conferring the titles "People's Artist" and "Meritorious Artist" shall include the following documents:

- A declaration of achievements proposed for conferring the titles "People's Artist" and "Meritorious Artist";- Award decisions: Submit a copy from the original register or a certified copy or a copy and present the original for comparison (in case of direct submission); submit a copy from the original register or a certified copy (in the case of submission by mail);- Confirmation from the organizing agency of the competition, festival, professional art performance regarding the individual's participation in winning Gold or Silver awards, to be converted when calculating achievements for individual participants;- Copies of Decisions on emulation titles and commendation forms.
