New Points in the Allocation of Free Call Service Numbers and Premium Call Service Numbers

Circular 40/2017/TT-BTTTT has been signed and promulgated by the Ministry of Information and Communications to amend and supplement Circular 25/2015/TT-BTTTT on the regulations for the management and use of telecommunications number resources.

The allocation method for free-call service numbers and premium-call service numbers has been amended and supplemented by Circular 40/2017/TT-BTTTT as follows:

- Free-call service numbers and premium-call service numbers are allocated in blocks of 10 numbers, 100 numbers, and 1,000 numbers. The minimum quantity is 10 numbers and the maximum is 1,000 numbers per allocation.

Additionally, the allocation criteria are specified as follows:

- Free-call service numbers and premium-call service numbers are allocated to enterprises with a license to establish a fixed terrestrial public telecommunications network;- The utilization efficiency of the free-call service numbers or premium-call service numbers by the enterprise must achieve a minimum rate of 75% of the total allocated free-call service numbers or total allocated premium-call service numbers starting from the second allocation onward.
