New Guidelines on Party Fees Policies According to Decision 342-QD/TW

The Central Executive Committee has issued Guidance 03-HD/VPTW dated July 06, 2016, on the implementation of party fees policies according to Decision 342-QD/TW dated December 28, 2010. To be specific:

Subjects Required to Pay Communist Party Membership Fee

- Communist Party members in administrative agencies, political organizations, political - social organizations, social - professional organizations;- Communist Party members in the people's armed forces;- Communist Party members who receive retirement pensions, monthly allowances paid by social insurance;- Communist Party members who are non-specialized officers at commune, village, and neighborhood level, receiving monthly allowances;- Communist Party members working in state-owned enterprises, joint-stock companies, partnerships, private enterprises, economic groups, corporations, single-member limited liability companies, multi-member limited liability companies, public service providers;- Communist Party members who are students without salary or allowances;- Communist Party members who are farm owners; owners of commercial, production, or service businesses;- Communist Party members not belonging to the above categories.

Rates of Communist Party Membership Fee

The rate of the Party membership fee varies by subject. Specific rates are as follows:

Communist Party members in administrative agencies, political organizations, political - social organizations, social - professional organizations

The monthly Party membership fee is 1% of the following:

- Salary according to rank, position, title or wages.- Increased salary according to rank, position, title.- Allowances included for social insurance payment.

Communist Party members in the people's armed forces

- In the People's Army:- Communist Party members who are officers or professional soldiers receiving salaries according to military rank: 1% of the salary of the rank, military rank, and allowances included for social insurance payment.- Communist Party members who are non-commissioned officers, soldiers: 1% of the rank allowance; Communist Party members who are students, civilian trainees at military academies and schools: 3,000 VND/month.- Communist Party members who are workers, officials and public employees, national defense laborers, contract laborers: 1% of salary according to rank, seniority allowance (if any), and wages.- In the People's Police- Communist Party members who are officers, non-commissioned officers in operational roles, non-commissioned officers receiving salaries according to military rank: 1% of the salary according to military rank, rank, position, and allowances included for social insurance payment.- Communist Party members who are officials and public employees of the People's Police, permanent contracted laborers, provisional staff: 1% of the salary according to military rank, rank, position, and allowances included for social insurance payment.- Communist Party members who are non-commissioned officers, obligated soldiers receiving rank allowances; trainees receiving living expenses: monthly Party membership fee equal to 1% of allowances, living expenses.- For Party members in the above entities working in businesses under the armed forces: 1% of the allowance rate;

Communist Party members receiving retirement pensions or monthly allowances paid by social insurance

The Party membership fee is 0.5% of the retirement pension or monthly allowance. In the case of a retired Party member invited to continue working by state agencies, political-social organizations, social-professional organizations, public service providers, the Party membership fee includes: 0.5% of the retirement pension, monthly allowance, and 0.5% of wages, allowances received.

Communist Party members who are non-specialized officers at commune, village, and neighborhood level receiving monthly allowances: 1% of the allowance rate.

Communist Party members working in state-owned enterprises, joint-stock companies, partnerships, private enterprises, economic groups, corporations, single-member limited liability companies, multi-member limited liability companies, public service providers

The monthly Party membership fee is 1% of the following:

- Salary according to rank, position, title or wages.- Increased salary according to rank, position, title from the unit's salary fund according to regulations of the Government of Vietnam.- Allowances included for social insurance payment.

In case a Party member has retired policies paid by social insurance (retirement pension or monthly allowance) but is still invited to work by the above enterprises, the Party membership fee is 0.5% of the retirement pension, monthly allowance, and 0.5% of wages and allowances paid by the enterprises.

Communist Party members who are students without salary or allowances: 3,000 VND/month.

Communist Party members who are farm owners; owners of commercial, production, or service businesses

The Party membership fee is according to the following areas:

- Inner-city areas of centrally-governed cities: 30,000 VND/month.- Inner-city areas of urban centers classified as type I, II, III of centrally-governed provinces: 25,000 VND/month.- Mountainous, remote, border, island areas (area III according to regulations of the Government of Vietnam): 15,000 VND/month.- Other areas: 20,000 VND/month.

In case a Party member is a farm owner; owner of commercial, production, or service businesses receiving retirement pensions or monthly allowances paid by social insurance, the Party membership fee is 50% according to the above rates and 0.5% of the retirement pension or monthly allowance.

Communist Party members not belonging to the above categories

- Within working age:- Inner-city areas of centrally-governed cities: 10,000 VND/month.- Inner-city areas of urban centers classified as type I, II, III of centrally-governed provinces: 8,000 VND/month.- Mountainous, remote, border, island areas (area III according to regulations of the Government of Vietnam): 4,000 VND/month.- Other areas: 6,000 VND/month.

For Party members beyond working age (over 55 for women, over 60 for men): 50% of the fee for members within working age according to each area.

Communist Party members living, studying, working abroad

- Communist Party members going abroad who are receiving wages or living expenses at representative agencies (including spouses) or businesses investing abroad, and overseas students, experts, collaborators...: 1% of wages or living expenses.- Communist Party members studying abroad on self-financing, labor-export workers, Party members following their families, Party members are part of the autonomous business group:- Communist Party members studying abroad on self-financing, following their families: equivalent to 2 USD/month.- Communist Party members as part of the autonomous business group; engaging in small businesses, services: equivalent to 3 USD/month.- Labor-export workers- Working in developed industrial countries and countries with high per capita income: equivalent to 4 USD/month.- Working in other countries: equivalent to 2 USD/month.- Communist Party members who are owners or co-owners of businesses, commercial centers: equivalent to 10 USD/month.

Additionally, the above instructions include some notes such as:

- Allowances and subsidies paid in kind; allowances not included for social insurance; social policy subsidies such as: subsidies for revolutionaries before 1945, subsidies for Heroic Vietnamese Mothers, armed forces heroes, labor heroes, disability subsidies, martyr family subsidies, dioxin-affected subsidies...; are not counted as income to calculate Party membership fee.- Encouraging Party members in the above categories to voluntarily pay higher Party membership fees than the stipulated rate but must be agreed upon by the Party cell or Party unit (for units without a Party cell).- Party members with particularly difficult circumstances, if they petition for exemption or reduction of Party membership fee, the Party cell will consider and report to the grassroots Party committee for decision.
