New: Guidelines on Handling Risks from Natural Disasters in Reforestation Projects

This is the content stipulated in Circular 13/2019/TT-BNNPTNT which regulates the reforestation when converting forest land to other purposes.

According to the regulations in Article 6 of Circular 13/2019/TT-BNNPTNT, agencies, organizations, households, individuals, and communities involved in reforestation activities when converting forest land to other purposes are eligible for support in the event of natural disasters. However, the specific type of forest affected will determine the applicable support regulations. To be specific:

Handling damaged forests due to natural disasters, Circular 13/2019/TT-BNNPTNT

- For areas of production forests damaged by natural disasters, support is provided according to the regulations in Decree 02/2017/ND-CP dated January 9, 2017, by the Government of Vietnam on mechanisms and policies to support agricultural production to recover regions affected by natural disasters and epidemics.- For areas of protective forests and special-use forests damaged by natural disasters, liquidation is conducted according to the regulations in Circular 18/2013/TT-BTC dated February 20, 2013, by the Minister of Finance guiding the procedures for the liquidation of planted forests and the management and usage of the proceeds from the liquidation of non-forest planted forests and forests that cannot become forests.

The statistics and assessment of damage caused by natural disasters are carried out according to Joint Circular 43/2015/TTLT-BNNPTNT-BKHDT dated November 23, 2015, by the Minister of Agriculture and Rural Development, and the Minister of Planning and Investment guiding the statistics and assessment of damage caused by natural disasters.

The funding support process is applied according to the regulations in Decision 01/2016/QD-TTg dated January 19, 2016, by the Prime Minister of the Government of Vietnam on mechanisms and processes for funding support to localities to overcome the consequences of natural disasters.
