New: Guidelines for the Assignment Procedure of Inspectors in the Ministry of Labor, Invalids, and Social Affairs

The Ministry of Labor, Invalids, and Social Affairs issued Circular 16/2019/TT-BLDTBXH amending and supplementing certain provisions of Circular 14/2005/TT-BLDTBXH dated March 30, 2015, regarding inspectors, specialized inspection officials, and inspection collaborators in the Labor, Invalids, and Social Affairs sector.

Clause 7 of Article 1 Circular 16/2019/TT-BLDTBXH,** Circular 14/2015/TT-BLDTBXH**

guides the procedures for the assignment of specialized inspection officials in the field of Labor – War Invalids and Social Affairs (LDTBXH) as follows:

Officials within the Directorate of Vocational Education, the Department of Overseas Labor Management, and the Department of Labor Safety who meet the criteria stipulated in Article 8 of Circular 14 will be considered and selected for assignment as specialized inspection officials by the following heads: Director-General of the Directorate of Vocational Education, Director of the Department of Overseas Labor Management, and Director of the Department of Labor Safety.

The advisory department responsible for organizational and personnel affairs shall compile a dossier to submit to the Director-General of the Directorate of Vocational Education, Director of the Department of Overseas Labor Management, and Director of the Department of Labor Safety for the decision to assign specialized inspection officials. The submission dossier includes:

- Proposal;- List of officials selected for consideration to be assigned as specialized inspection officials;- University degree or higher (copy);- Certificate of inspection professional training (copy);- Appointment decision to the rank of official (copy);- Resume following Form 2C-BNV/2008 issued with Decision 02/2008/QD-BNV dated October 6, 2008 by the Minister of Home Affairs, confirmed by the head of the agency directly managing the official.

The Director-General of the Directorate of Vocational Education, Director of the Department of Overseas Labor Management, and Director of the Department of Labor Safety will base their decisions on the proposals and dossiers mentioned above to issue decisions on the assignment of officials to perform specialized inspection tasks.
