Recently, the Ministry of Home Affairs issued Circular 03/2019/TT-BNV amending and supplementing a number of regulations on the recruitment of officials and public employees, promotion of officials, and promotion of professional title ranks for public employees. One of the notable contents of this Circular is the guidance on the appointment and salary arrangement for public employees who pass the exam or are considered for promotion in their professional title ranks.
Based on the notification from the competent authority organizing the examination or consideration for promotion in professional titles, the appointment to professional titles for public employees who pass the examination or consideration for promotion in professional titles is carried out as follows:
- For the examination or consideration for promotion to a professional title of public employee equivalent to a senior expert: The Minister, the Head of the Ministry-level agency, the agency under the Government of Vietnam, the Chairman of the Provincial People's Committee, and city directly under the Central Government shall base on the passing decision and the proposal of the competent authority managing public employees to issue the decision on appointment to the professional title and salary arrangement for public employees who pass the examination after receiving opinions on conditions and standards as per the regulations of the Ministry of Home Affairs or Central Organization Committee;
- For the examination or consideration for promotion in professional titles from grade III to grade II, from grade IV to grade III, it is implemented according to the provisions at Points b and c Clause 1 Article 15 of Circular 12/2012/TT-BNV.
