July 10, 2018, the Ministry of Industry and Trade issued Circular 17/2018/TT-BCT to amend and supplement certain provisions of Circular 36/2013/TT-BCT. Notably, there are new points regarding the implementation methods for group projects and key projects.
Circular 17 stipulates the scheme groups including:
- Vocational training, trade training schemes;- Management capacity building, business start-up initiation schemes;- Consulting and assistance schemes for rural industrial establishments;- Support schemes for rural industrial establishments to participate in fairs and exhibitions;- Support schemes for advanced machinery application in industrial – handicraft production;- Support schemes for building and registering trademarks;
Group schemes do not require the identification of locations, beneficiary units, or coordinating units during the ministerial appraisal process. Particularly, the group scheme supporting the application of advanced machinery in industrial – handicraft production must be formulated according to fields and products with regional and local potential and competitive advantages based on the list of industries eligible for industrial encouragement policies; the location, beneficiary units, and types of machinery and equipment must be identified during the ministerial appraisal process and the coordinating units, technical specifications of machinery and equipment must be determined when planning implementation as the basis for signing national industrial encouragement contracts.
Circular 17 also stipulates some provisions regarding pilot schemes as follows:
- During the ministerial appraisal process, the specific location, beneficiary units, and coordinating units must be identified for the first-year plan's industrial encouragement activities.- For the subsequent years’ plan development: Localities, units, and the National Center for Industrial Encouragement in various regions are responsible for reviewing, adjusting the industrial encouragement activities to suit the actual situation, developing the national industrial encouragement plan for the budget estimate year based on the specific identification of the required contents as in the first-year plan for appraisal according to regulations;- Note that after the pilot scheme is approved by the Minister of Industry and Trade in the national industrial encouragement fund plan for the first year, the funding for subsequent years shall be prioritized for allocation to implement according to the provisions of the Law on the State Budget.
