On February 07, 2007, the Government of Vietnam issued Decree 19/2007/ND-CP on the establishment of Ninh Binh city in Ninh Binh province in Vietnam.

Decree 19/2007/ND-CP stipulates the establishment of Ninh Binh City under Ninh Binh Province on the basis of the entire natural area, population, and subordinate administrative units of the district-level town Ninh Binh in Vietnam.
- Ninh Binh City has a natural area of 4,836.49 hectares and a population of 130,517, with 14 subordinate administrative units including the wards: Van Giang, Thanh Binh, Phuc Thanh, Dong Thanh, Tan Thanh, Nam Binh, Bich Dao, Nam Thanh, Ninh Phong, Ninh Khanh, and the communes: Ninh Nhat, Ninh Tien, Ninh Son, Ninh Phuc.
- The administrative boundaries of Ninh Binh City are as follows: to the North, West, and South, it borders Hoa Lu District; to the Southeast, it borders Yen Khanh District, Ninh Binh Province; to the Northeast, it borders Y Yen District, Nam Dinh Province in Vietnam.
- Ninh Binh Province has 8 district-level administrative units, including the districts: Gia Vien, Hoa Lu, Kim Son, Nho Quan, Yen Khanh, Yen Mo, the district-level town Tam Diep, and Ninh Binh City in Vietnam.
