Decree 89/2007/ND-CP establishes Ha Tinh City under Ha Tinh Province on the basis of the entire natural area, population, and subordinate administrative units of Ha Tinh district-level town in Vietnam. To be specific:
- Ha Tinh City has a natural area of 5,632 ha and a population of 117,546, with 16 subordinate administrative units, including the wards: Bac Ha, Nam Ha, Nguyen Du, Tran Phu, Tan Giang, Ha Huy Tap, Dai Nai, Thach Linh, Thach Quy, Van Yen and the communes: Thach Trung, Thach Dong, Thach Mon, Thach Ha, Thach Hung, Thach Binh.
- Administrative boundaries of Ha Tinh City: East and west are bordered by Thach Ha district, south is bordered by Cam Xuyen district, and north is bordered by Thach Ha district and Loc Ha district.
- Ha Tinh Province has 12 district-level administrative units, including the districts: Nghi Xuan, Duc Tho, Huong Son, Vu Quang, Huong Khe, Can Loc, Thach Ha, Loc Ha, Cam Xuyen, Ky Anh, the district-level town Hong Linh, and Ha Tinh City.
