Approval of the association to organize the IELTS English certificate test in Vietnam

On November 17, 2022, the Ministry of Education and Training issued Decision 3730/QD-BGDDT approving the association to organize the IELTS English certification test between IDP Education Company Limited (Vietnam) and IDP Education Company Limited (Vietnam) and IELTS Australia Pty Ltd (Australia).

Exam locations in Hanoi: No. 30 Trieu Viet Vuong (Hai Ba Trung) and No. 15–17 Ngoc Khanh (Ba Dinh).

Exam location in Da Nang: No. 10 Ngo Gia Tu.

Exam location in Ho Chi Minh City: No. 161-161A Hai Ba Trung (District 3).

IDP Education Limited Liability Company is responsible for notifying the exam schedule in writing to the educational agency where it is held 5 days before the exam date. Submit reports on activities related to the organization of the IELTS English certification exam every 6 months.

Approval of the link to organize the Linaguaskill English certification exam in Vietnam

Also on November 17, 2022, the Ministry of Education and Training issued Decision 3731/QD-BGDDT approving the association to organize the Linguaskill English certification exam between REAP Technology Research, Application, and Experimentation Joint Stock Company and the Principal, Masters, and Scholars of Cambridge University operating through organizations under the Cambridge University Publishing House and Examinations Council.

The exam will be held at 187B Giang Vo (Cat Linh ward, Dong Da district, Hanoi).

Previously, on November 11, the Ministry of Education and Training issued Decision 3646/QD-BGDDT approving the association to organize the Aptis English certification exam between British Council (Vietnam) Company Limited, Vietnam Education Development and Trading Company Limited, Times Education and Communication Joint Stock Company, ETE Vietnam Company Limited, and Times Education Technology and Development Company Limited.

Regulations on the joint organization of foreign language certificate exams of foreign countries in Vietnam

Joint organization of foreign language certificate exams of foreign countries must comply with the provisions of Article 2 of Circular 11/2022/TT-BGDDT as follows:

- Certificates of foreign language proficiency of foreign countries are documents that confirm the results of foreign language proficiency exams issued to participants by agencies, organizations, or foreign language proficiency assessment agencies of foreign countries. The certificate of foreign language proficiency of a foreign country is not a certificate of the national education system.

- Joint organization of foreign language certificate exams of foreign countries is the cooperation between educational institutions, training institutions, or organizations legally established for operation in the field of education in Vietnam (hereinafter referred to as “exam organization facilities of Vietnam) and agencies, organizations, and facilities that assess the foreign language proficiency legally established for operation abroad (hereinafter referred to as “foreign facilities of foreign language proficiency assessment”) via written agreements or joint contracts to carry out one of the following works: exam registration, location use, exam organization, foreign language proficiency assessment, and issuance of certificates of foreign language proficiency of foreign countries in Vietnam.

- Subjects for joint organization, applications for approval, approval procedures, approval competency, deadline, extension, adjustment, suspension, termination of joint organization, and regulations on reports shall comply with regulations of the Government of Vietnam on foreign cooperation and investment in education.

- Schemes for the implementation of joint organization of foreign language certificate exams of foreign countries in Vietnam of the Exam Organization Facilities of Vietnam and Foreign Facilities of Foreign Language Proficiency Assessment (hereinafter referred to as “Joint Parties”) shall clearly describe the satisfactory levels of the criteria for quality assurance as prescribed in Section 3
