Natural Regeneration Promotion and Protection in Vietnam

Circular 29/2018/TT-BNNPTNT was issued by the Ministry of Agriculture and Rural Development of Vietnam on November 16, 2018, specifying provisions on the nurturing and promotion of natural regeneration.

Circular 29 stipulates the subjects of nurturing and promoting natural regeneration in Vietnam, including:

- Areas that do not meet the forest standards due to exhaustive exploitation;

Abandoned swidden fields, land with grasslands, shrubs mixed with woody plants, and river and coastal alluviums with a density of regenerated purpose trees to achieve a height of over 0.5m greater than 500 trees/ha. Purpose-regenerated trees are relatively evenly distributed across the entire area or have open spaces under 1000 m2;

- Areas of bamboo and its variations (hereinafter collectively referred to as bamboo) after exploitation with a coverage rate from 20% to less than 60% and capable of self-regeneration into forests;

- Rocky mountains with regenerated woody trees but not yet meeting the forest standards.

At the same time, Circular 29 also specifies the following specific measures:

For areas that do not meet the forest standards due to exhaustive exploitation, the measures include:

- Protecting, preventing cutting and clearing of existing regenerating trees, and forest fire prevention and control;

- Clearing climbers, shrubs, and cutting bent, diseased, and non-purpose trees;

- Root pruning and thinning poor shoots, leaving no more than 02 shoots per root, and performing forest sanitation;

For bamboo areas after exploitation with a coverage rate from 20% to less than 60% and capable of self-regeneration into forests, the measures include cutting diseased, broken, and top-broken trees and not harvesting bamboo shoots during the nurturing period;

At the same time, Circular 29 also specifies the subjects:

- Areas that do not meet the forest standards due to exhaustive exploitation;

- Bamboo areas after exploitation with a coverage rate from 20% to less than 60% and capable of self-regeneration into forests;

For areas within the strict protection subdivision of special-use forests and rocky mountains with regenerated woody trees but not yet meeting the forest standards, only measures to protect, prevent cutting and clearing of existing regenerating trees, and forest fire prevention and control shall be applied;

The impact period for protective forests and special-use forests is 06 years; for production forests, it ranges from 06 years to 08 years; the first two years must have at least 02 interventions per year, and the subsequent years must have 01 intervention per year.
