Following contents are based on the grounds and the contents of the National Housing Development Strategy stipulated in the Housing Law 2023.

According to Article 24 of the Housing Law 2023, the National Housing Development Strategy includes the following main contents:
- Housing development perspectives;
- Housing development goals including:
+ General goals to meet the housing needs of the population, ensuring sustainable and transparent real estate market development;
+ Specific goals, including: developing housing area; improving housing quality; developing commercial housing, social housing, housing for the People's Armed Forces, official residence, relocation housing, housing under national target programs, public investment programs on housing; personal housing; renovating and reconstructing apartment buildings; the goals within the vision of the National Housing Development Strategy covering total housing area, social housing area, housing for the People's Armed Forces increase, and housing quality;
- Tasks and solutions to implement the National Housing Development Strategy include: planning, developing land funds; developing and managing housing under programs and plans; sources of capital and taxes, administrative procedure reforms, investment procedures; real estate market development and other tasks and solutions.
According to Article 23 of the Housing Law 2023, the development of the National Housing Development Strategy must be based on the following four contents:
- The country's socio-economic development strategy; national master planning.
- Conditions for the country's socio-economic development.
- Results of implementing the previous National Housing Development Strategy; current housing status.
- Housing development requirements for the population during the phase of developing the National Housing Development Strategy.
The term of the National Housing Development Strategy is 10 years, with a vision aligned with the country's socio-economic development strategy. The National Housing Development Strategy is approved in the first year of the Strategy term.
The Ministry of Construction shall preside, in cooperation with Ministries, ministerial-level agencies, relevant agencies, and organizations, in organizing the development of the National Housing Development Strategy and submitting it to the Prime Minister of Vietnam for approval.
The basic indicators of housing development in the National Housing Development Strategy, including average housing area per capita, housing quality in urban, rural areas, and nationwide, must be included in the country's socio-economic development tasks for each period.
Currently, the National Housing Development Strategy for the period 2021-2030, with a vision to 2045, approved by Decision 2161/QD-TTg on December 22, 2021, is being implemented.
The Strategy sets specific goals:
- By 2025, the national average housing area per capita is expected to reach approximately 27 m²/person, including: Average housing area per capita in urban areas reaching 28 m²/person and in rural areas reaching 26 m²/person.
- By 2030, striving to increase the rate of solid housing nationwide to 85-90%, with 100% in urban areas and 75-80% in rural areas, eliminating all makeshift housing nationwide, particularly in urban areas; 90% of housing nationwide should have synchronized electricity, water supply, and drainage systems connected to the general technical infrastructure of the region.
The Strategy also outlines tasks and solutions for housing development, including: improving housing regulations and policies; planning and land fund development solutions; enhancing capacity for project-based housing development; solutions for housing development according to the National Housing Development Strategy; housing development programs and plans of localities; solutions for capital sources and taxes; real estate market development solutions; and administrative procedure and investment procedure reform solutions; other solutions.
As part of the process of preparing and approving urban planning, rural residential area planning, and industrial zone planning, land funds must be allocated to develop housing in accordance with the approved land-use planning to meet the development of urban projects, housing projects, social housing projects, official residence, and relocation housing projects.
