The objectives of the National Cyber Security and Safety Strategy is to proactively respond to challenges from cyberspace in Vietnam

**Overall objectives

The national cyberspace is built, developed, civilized, and healthy, and it is the driving force behind participating in the Fourth Industrial Revolution. National capacity to ensure cyber safety and security is enhanced, proactive, and ready to respond to risks and challenges from cyberspace to firmly protect sovereignty, interests, national defense, national security, social order, and safety; protecting national sovereignty in cyberspace and national digital transformation; and the legitimate rights and interests of Vietnamese organizations and individuals in cyberspace.

**Specific objective until 2025

- Maintaining a ranking of 25 to 30 in the Cyber Safety and Security Index as assessed by the International Telecommunications Union (GCI Index).

- Building a People's Security Posture system in cyberspace capable of commanding, connecting, sharing information, and receiving
and early handling of harmful information to the national cyberspace from ministries, branches, localities, telecommunications, Internet, and digital content service businesses.

- Form a force to ensure network safety and security in ministries, branches, state agencies, socio-political organizations, and state-owned corporations; ensure that each agency, organization, and state-owned enterprise has a department assigned to act as the focal point and be responsible for ensuring network safety and security. Encourage other businesses to have a unit to ensure network safety and security.

- Ministries, ministerial-level agencies, Government agencies, People's Committees of provinces and centrally-run cities, socio-political organizations, state-owned enterprises, and business associations carry out the implementation.
Ensure network safety and security according to the provisions of law on information safety and network security.

- Protect national cyber infrastructure, focusing on information systems important for national security in accordance with the law on cyber security. Protecting information systems in 11 important areas requires priority to ensure network information security.

- Strive for 80% of Internet users to have the opportunity to access activities to raise awareness, skills, and tools to ensure network safety and security.

- Lay the foundation to form the network security industry and the network information security industry. Build a suitable policy foundation for startups in cyber safety and security.

- Develop three to five key information security products and services, dominate the domestic market, and have international competitiveness.

- Annual network security and safety market revenue grows from 20 to 30%.

- Establish the National Cyber Security Association.

- Form a center for research, innovation, and creativity in cyber security, attracting scientists from around the world and Vietnamese scientists to return home to research, manufacture, and produce products.

- Form a Center for Research and Development (R&D) on network information security, creating a favorable environment for research and testing of new network information security products and services.

- Funding to ensure network safety and security reaches at least 10% of the funding spent on science and technology, digital transformation, and information technology application.

**Specific objectives until 2030

- Maintain and improve Vietnam's capacity and ranking in cyber safety and security on global rankings.

- Building a People's Security Posture in cyberspace with the large and active participation of the masses.

- Consolidate and strengthen forces to ensure network safety and security.

- Strive for 90% of Internet users to have the opportunity to access activities to raise awareness, skills, and tools to ensure network safety and security.

- Form a center for research, innovation, and creativity in cybersecurity with a reputation in the region and the world.

- Form two to three Research and Development (R&D) centers on network information security, creating a favorable environment for research and testing of new network information security products and services.

- Vietnam has become one of Asia's leading cyber safety and security centers. Forming a market for network safety and security, with competition and influence throughout the region and the world.

- Maintain annual network security and safety market revenue growth of 10–20%.
