On June 8, 2024, the 15th National Assembly of the Socialist Republic of Vietnam passed Resolution 130/2024/QH15 on the National Assembly's monitoring program for 2025.

National Assembly's monitoring program for 2025 in Vietnam

(1) At the 9th session

- Review the Government's reports on: supplementary evaluation of the results of implementing the socio-economic development plan and the state budget in 2024; the situation of implementing the socio-economic development plan and the state budget in the early months of 2025; the state financial report in 2023; the state budget settlement report in 2023; the report on the implementation of saving and anti-wastefulness measures in 2024; the situation of achieving the national gender equality target in 2024;

- Review the Report of the National Assembly Standing Committee on the results of monitoring the handling and response to the electorate's recommendations submitted to the 8th session of the 15th National Assembly;

- Conduct interpellations and respond to interpellations from National Assembly deputies;

- Review reports on: the implementation of Resolution 106/2023/QH15 dated November 28, 2023 of the National Assembly on piloting certain specific policies on investment in road construction projects; the implementation of Resolution 93/2019/QH14 dated November 26, 2019 of the National Assembly on the investment policy for the Ka Pet reservoir project in Ham Thuan Nam district, Binh Thuan province; the implementation of Resolution 135/2020/QH14 dated November 17, 2020 of the National Assembly on the conversion of forest land for the implementation of the Than River reservoir project in Ninh Thuan province and the Ban Mong reservoir project in Nghe An province;

- Review the Report of the National Assembly Standing Committee on the implementation of monitoring recommendations from the National Assembly Standing Committee, Ethnic Council, Committees of the National Assembly, National Assembly Delegation, and National Assembly deputies (if any);

- Review other reports from relevant agencies as stipulated by law.

(2) At the 10th session

* Review the Government's reports on:

- The results of implementing the socio-economic development plan, the state budget in 2025, and the socio-economic development plan, the state budget estimate, and the central budget allocation plan for 2026; the situation of implementing the public investment plan in 2025 and the projected plan for 2026;

- The results of implementing resolutions of the National Assembly on the five-year plan for the period 2021-2025: socio-economic development; economic restructuring; mid-term public investment; national finance and public debt;

- The results of implementing resolutions of the National Assembly on approving the investment policy for the period 2021–2025: the national target program for building new rural areas; the national target program for sustainable poverty reduction; the national target program for socio-economic development in ethnic minority and mountainous areas;

- Corruption prevention and control; crime prevention and law enforcement; judicial enforcement work;

- The situation of implementing social insurance policies, managing and using the Social Insurance Fund in 2024; the situation of managing and using the Health Insurance Fund in 2024; the results of implementing Resolution 68/2013/QH13 dated November 29, 2013 of the National Assembly on strengthening the implementation of policies and laws on health insurance, towards universal health insurance in 2023 and 2024; the activities and management of the Tobacco Harm Prevention Fund in 2023 and 2024;

- The implementation of National Assembly resolutions on the Long Thanh International Airport;

- The implementation of Resolution 66/2013/QH13 dated November 29, 2013 of the National Assembly and Resolution 63/2022/QH15 dated June 16, 2022 of the 3rd session of the 15th National Assembly on the implementation of Resolution 66/2013/QH13 on adjusting certain contents and solutions to continue effectively implementing the investment policy for the Ho Chi Minh highway construction project.

- Implementing Resolution 44/2022/QH15 dated January 11, 2022, by the National Assembly on the investment policy of the East-North Highway Construction Project in the period of 2021–2025;

- Implementing Resolution 56/2022/QH15 dated June 16, 2022, by the National Assembly on the investment policy of the Construction Project for the 4th Ring Road in the Capital Region of Hanoi;

- Implementing Resolution 57/2022/QH15 dated June 16, 2022, by the National Assembly on the investment policy of the Construction Project for the 3rd Ring Road in Ho Chi Minh City;

- Implementing Resolution 58/2022/QH15 dated June 16, 2022, by the National Assembly on the investment policy of the Phase 1 Construction Project for the Khanh Hoa - Buon Ma Thuot Highway;

- Implementing Resolution 59/2022/QH15 dated June 16, 2022, by the National Assembly on the investment policy of the Phase 1 Construction Project for the Bien Hoa - Vung Tau Highway;

- Implementing Resolution 60/2022/QH15 dated June 16, 2022, by the National Assembly on the investment policy of the Phase 1 Construction Project for the Chau Doc - Can Tho - Soc Trang Highway;

- Implementing Resolution 61/2022/QH15 dated June 16, 2022, by the National Assembly on strengthening the effectiveness and efficiency of implementing policies and laws on planning, as well as resolving difficulties and accelerating the progress and quality improvement of planning for the period of 2021–2030;

- Implementing Resolution 74/2022/QH15 dated November 15, 2022, by the National Assembly on intensifying the implementation of policies and laws on thrift and anti-wastefulness;

- Implementing Resolution 99/2023/QH15 dated June 24, 2023, by the National Assembly on monitoring the mobilization, management, and utilization of resources for COVID-19 prevention and control, as well as the implementation of policies and laws on grassroots healthcare and preventive healthcare;

- Implementing Resolution 108/2023/QH15 dated November 29, 2023, by the National Assembly on monitoring the implementation of resolutions of the National Assembly on the National Target Programs for the period of 2021-2025, sustainable poverty reduction for the period of 2021-2025, and socioeconomic development in ethnic minority and mountainous areas for the period of 2021-2030;

- Implementing Resolution 111/2024/QH15 dated January 18, 2024 by the National Assembly on special mechanisms and policies for implementing the National Target Programs;

- Reviewing the Government's report on the results of citizen reception, settlement of complaints and denunciations regarding administrative matters by state administrative agencies at all levels, the Supreme People's Court, the Supreme People's Procuracy, and the State Audit; reports from the Standing Committee of the National Assembly on the monitoring results of resolving and responding to voters' recommendations sent to the 9th session of the 15th National Assembly; results of citizen reception, letter processing, and monitoring of complaint and denunciation resolution by citizens sent to the National Assembly;

- Reviewing reports from members of the Government, the Chief Justice of the Supreme People's Court, the Chief Procurator of the Supreme People's Procuracy, and the State Auditor General on the implementation of certain resolutions of the National Assembly in the 14th and 15th tenures regarding specialized monitoring and interpellation;

- Conducting interpellations and responding to interpellations from National Assembly deputies;

- Reviewing the monitoring report on "The implementation of policies and laws on environmental protection since the effective enforcement of the Law on Environmental Protection in 2020";

- Reviewing reports from the Government, the Supreme People's Court, and the Supreme People's Procuracy on the implementation of the Constitution, laws, ordinances, and resolutions of the National Assembly, and the Standing Committee of the National Assembly;

- Reviewing the 2025 work reports from the Standing Committee of the National Assembly, the National Assembly Ethnic Council, the Committees of the National Assembly, the Supreme People's Court, and the Supreme People's Procuracy;

- Reviewing the State Audit's reports on the 2025 work, and the audit plan for 2026;

- Reviewing the report from the Standing Committee of the National Assembly on the implementation of monitoring recommendations from the Standing Committee of the National Assembly, the National Assembly Ethnic Council, the Committees of the National Assembly, the National Assembly Delegation, and National Assembly deputies (if available);

- Reviewing other reports from relevant agencies as regulated by law.
