National Assembly of Vietnam passes the Resolution on Allocation of 2023 Central Budget: Timely allocation, accelerated implementation and disbursement of funds for 3 national target programs

Afternoon of November 11, continuing the program of the 4th Session of the XV National Assembly, under the chairmanship of National Assembly Vice Chairman Nguyen Duc Hai, the National Assembly of Vietnam passed the Resolution on the allocation of the central budget for 2023.

The Resolution of the National Assembly of Vietnam stipulates: Total revenue and expenditure of the central budget in 2023; Allocation of the central budget in 2023 by sector and specifically for each ministry and central authority; Allocation of the central budget in 2023 for the implementation of the 03 National Target Programs for each ministry, central authority, and each province and city under central authority; the percentage (%) of revenue sharing between the central budget and the budget of each province and city under central authority; the number of balancing supplements, the number of targeted supplements from the central budget to local budgets; the levels of surplus, borrowing to cover the deficit, and borrowing to repay principal debts of local budgets.

The National Assembly of Vietnam assigns the Government of Vietnam to assign tasks of revenue and expenditure of the state budget and the level of allocation of the central budget for each ministry, central authority, and each province and city under central authority in accordance with the provisions of the Law on State Budget, the Resolution of the National Assembly, and to notify in writing to each National Assembly delegation of the provinces and cities under central authority.

The Government of Vietnam directs and guides the ministries, central authorities, and provinces and cities under central authority to allocate state budget investment capital ensuring focus and prioritization, adherence to conditions, and order of priority; prioritize the full payment of outstanding construction debts as prescribed by law; recover all remaining advance capital that must be recovered within the 2021 - 2025 medium-term public investment plan; allocate sufficient capital for projects already completed and handed over for use before 2023, counterpart capital for ODA projects and concessional foreign loans, and state budget capital participating in PPP projects.

Allocate capital according to the progress for national important projects, inter-regional connectivity projects that significantly promote rapid and sustainable socio-economic development; after allocating sufficient capital for the above-mentioned tasks, the remaining capital is allocated to new projects that meet investment procedures.

Emphasize financial discipline, strictly handle violations, and address any delays in capital allocation and disbursement; individualize the responsibility of the leaders in case of slow disbursement, linked with the evaluation of task completion.

Direct the People's Committees of provinces and cities under central authority to submit to the local People's Councils the decision on the state budget revenue estimates in their localities, local budget expenditure estimates, local budget deficit, the total borrowing limit of the local budget (including borrowing to cover the deficit and borrowing to repay principal debts), and the decision on the allocation of budget estimates according to their authority, in accordance with the Law on State Budget.

Implement the sharing of revenue from water resource exploitation rights according to the provisions of Resolution No. 64/2018/QH14 dated June 15, 2018, of the National Assembly for 2023 and remain stable in the period 2023 - 2025.

Divide the environmental protection tax on gasoline and oil between the central budget and the local budget according to the provisions of the Law on State Budget for 2023 and remain stable for the period 2023 - 2025 based on the production and sales of gasoline and oil in the country compared to the total consumption on the market, specifically: 60% for the shared revenue between the central and local budgets, the remaining 40% regulated entirely to the central budget.

Use revenue from lottery activities for development investment; prioritizing investment in education - training and vocational education (including the purchase of teaching equipment to serve the program of new general education textbooks), and the health sector; the remaining part is prioritized for implementing other important and urgent development investment tasks under the local budget’s investment scope.

Promptly complete documents guiding the implementation of the 03 National Target Programs, promptly allocate and assign capital to ensure the rapid implementation and disbursement of capital within 2023.

Urgently build principles, criteria, and allocation norms for the entire stable budget period for the Vietnam Cultural Heritage Conservation and Sustainable Development Program for the period of 2021 - 2025 and the Cooperative and Collective Economy Support Program for the period 2021 - 2025 and submit them to the Standing Committee of the National Assembly for review and decision.

Stabilize the regular local budget expenditure estimates for the period 2023 - 2025, including the entire state budget expenditure needs to implement social security policies promulgated by the Central Government according to the multi-dimensional poverty criteria for the period 2022 - 2025, calculated according to the current statutory pay rate of 1.49 million VND/month (excluding additional state budget expenditure to implement policies according to the statutory pay rate higher than the current statutory pay rate of 1.49 million VND/month and expenditures to implement the policies stipulated in clause 10 of this Article).

Promptly complete procedures and conditions for allocation according to the conformity of the unallocated central budget expenditures for the ministries, central authorities, and local authorities, and report to the National Assembly for consideration and decision.

The Standing Committee of the National Assembly, the Finance and Budget Committee, the Ethnic Council, other Committees of the National Assembly, the National Assembly delegations, National Assembly deputies, the Vietnam Fatherland Front and its member organizations, within their respective mandates and powers, shall supervise the allocation, management, and use of the central budget of 2023 for the ministries, central authorities, and the People's Councils and People's Committees at all levels. The State Audit Office of Vietnam, within its mandate and powers, shall conduct audits of the implementation of this Resolution to ensure conformity with the law./.
