On July 01, 2024, the Government of Vietnam issued Decree 77/2024/ND-CP amending Decree 75/2021/ND-CP which stipulates the benefit levels, allowances and policies for persons with contributions to the revolution as amended by Decree 55/2023/ND-CP.

Conditions and Standards for to considered Wounded Soldiers, Those Entitled to benefits as Wounded Soldiers in Vietnam

Officers, professional soldiers, non-commissioned officers, and soldiers in the People's Army, and officers, non-commissioned officers, and soldiers in the People's Public Security who are injured with a body injury rate of 21% or more shall be considered and recognized as wounded soldiers by competent authorities and issued a “Wounded Soldier Certificate” and “Wounded Soldier Badge” when they fall into one of the following cases:

- Fighting or directly serving in combat to protect independence, sovereignty, territorial integrity, national security;

- Performing national defense and security tasks in enemy-occupied areas, combat zones, areas adjacent to enemy-occupied zones;

- Directly engaging in political struggle, organizing propaganda struggles against the enemy;

- Captured, tortured by the enemy but not submitting, steadfastly struggling and leaving physical injuries;

- Performing international duty;

- Bravely performing urgent and dangerous tasks serving national defense and security;

- Directly performing combat training, drills, or performing national defense and security tasks of a dangerous nature;

- Due to accidents while directly performing national defense and security tasks in border areas, at sea, islands with extremely difficult conditions as prescribed by the Government of Vietnam;

- Directly performing duty combat against crime;

- Especially bravely rescuing people, saving State or people's property, or preventing and arresting persons committing crimes, being an exemplary role model with significant educational, and widespread social impact.
