Monitoring the Implementation of Ministry of National Defense-Level Science and Technology Research Project

Circular 84 stipulates that every 06 months from the date the contract becomes effective, or upon the urgent request of the topic administration agency, the leading unit conducting the Ministry of Defense-level topic shall compile a progress report according to Form B2 - BCDK in the Appendix attached to this Circular, or report according to the content requirements sent to the managing unit of the topic and the topic administration agency through the managing unit of the topic. If the leading unit fails to submit the progress report twice or more, the funding for the topic shall be suspended, and actions will be taken according to the signed contract. In case of force majeure preventing timely reporting, the leading unit must report to the topic administration agency.

The organization of periodic or unscheduled inspections of the progress of implementation, content, and utilization of funds for the topic as per the signed contract shall be chaired by the Department of Military Science, in cooperation with the managing unit of the topic. Upon signs of violations or at the request of the leading unit, the topic administration agency shall organize an unscheduled inspection of the topic. The schedule for periodic inspections shall be notified to the leading unit at least 05 working days in advance.

Further, Circular 84 stipulates that based on the inspection results, the topic administration agency shall propose and recommend to the Ministry of Defense necessary measures to ensure the progress and quality of the topic's products as per the signed contract.

Note that, when necessary, the topic administration agency shall organize supervision and coordinate inspections of the implementation of the topic's content.
