On September 27, 2017, the Ministry of Finance issued Circular 96/2017/TT-BTC amending and supplementing Circular 250/2016/TT-BTC providing guidance on fees and charges under the decision-making authority of the Provincial and Central City People's Councils.
The regulations on fees have been revised and supplemented by Circular 96. To be specific, the new fee regulations include:
- Residence registration fee: a charge applied to individuals registering their residence with the registration authority.- ID card issuance fee: a charge applied to individuals issued with an ID card by the police authority.- Civil status fee: a charge applied to individuals for civil status services handled by competent state agencies.- Work permit issuance fee for foreigners working in Vietnam: a charge that the employer must pay when applying for a work permit or re-issuance of a work permit for foreign workers employed in businesses, agencies, and organizations within Vietnamese territory.- Land use rights, house ownership, and assets attached to land certificate issuance fee: a charge that organizations, households, and individuals must pay when a competent state agency issues them a certificate of land use rights, house ownership, and assets attached to the land.- Construction permit issuance fee: a charge applied to individuals applying for a construction permit.- Business registration fee: a charge applied when competent state agencies issue a certificate of business registration, a certificate of cooperative registration, or a certificate of alliance of cooperatives registration.
