On May 15, 2018, the Ministry of Public Security issued Circular 17/2018/TT-BCA regulating the mobilization of weapons, military explosives, and support tools.
Circular 17 stipulates that the mobilization of weapons, military explosives, and supportive tools involves temporarily transferring weapons, military explosives, and supportive tools from one Police unit or locality to another for a specified period. Upon completion of the task, these items shall be returned to the initial Police unit or locality that mobilized them.
The following agencies are authorized to mobilize weapons, military explosives, and supportive tools:
- The Minister of Public Security decides on mobilizing weapons, military explosives, and supportive tools from the Ministry of Public Security to agencies, organizations, and units outside the Public Security sector;- The Head of the Department of Equipment and Logistics Management under the Ministry of Public Security decides on mobilizing weapons, military explosives, and supportive tools from one Police unit or locality to another after obtaining written approval from the Minister of Public Security;- The Head of the respective Police unit or locality decides on mobilizing weapons, military explosives, and supportive tools among units under their management.
Note that upon the issuance of the mobilization decision by the authorized level, the Police units or localities involved must prepare a handover record, specifying the types, quantities, quality, serial numbers, country of manufacture, accompanying equipment, and spare parts of the mobilized weapons, military explosives, and supportive tools. The record must bear the signatures of the officers directly handing over and receiving the items and the confirmation of the leadership of the involved units.
