According to regulations, each vessel must have a Ship Security Plan approved by the Administrative Authority. The plan must prepare for 3 security levels as defined in Part A of the International Ship and Port Facility Security Code and the 2002 amendments to the Solas (ISPS).
The International Ship and Port Facility Security (ISPS) Code of Solas, amended and supplemented in 2002, also stipulates that records of the actions specified in the Ship Security Plan must be kept on board for at least the duration specified by the Administrative Authority according to the provisions of regulation XI-2/9.2.3, as follows:
- Training, drills, and exercises;- Security threats and security incidents;- Security breaches;- Changes in security levels;- Security-related communications directly affecting the ship, such as specific threats to the ship or the port facility where the ship is or has been;- Internal audits or reviews of security activities;- Periodic reviews of the ship security assessment;- Periodic reviews of the ship security plan;- Implementation of any amendments to the plan; and- Maintenance, calibration, and testing of the security equipment installed on board, including testing of the ship security alert system.
Records must be kept in the working language or languages on board. If this language is not English, French, or Spanish, a translation into one of these languages must be included.
Records may be kept in electronic format. In such cases, there should be protective procedures in place to prevent unauthorized alteration, destruction, or deletion. Additionally, records must be protected to prevent unauthorized access or disclosure.
