On December 20, 2024, the Ministry of Transport of Vietnam issued Decision 1592/QD-BGTVT regarding the Plan for Administrative Reform in 2025 issued by the Ministry of Transport of Vietnam.
The Ministry of Transport of Vietnam issues the Plan for Administrative Reform in 2025 with the following objectives:
(1) Institutional reform
- Continue to improve the institutional system in the field of transport to develop a socialist-oriented market economy, better resolve the relationship between the State and the market; complete the institutional and legal frameworks to promote the digital transformation process in the field of transport, effectively serving the construction and development of a digital government, digital economy, and digital society.
- Focus on prioritizing the comprehensive completion, with quality, and good implementation of the legal system, mechanisms, and policies to create a favorable, healthy, and fair investment business environment for all economic sectors, promoting innovation.
(2) Administrative procedure reform
- Continue to simplify administrative procedures in the field of transport. Implement and effectively carry out plans to reduce and simplify regulations related to business activities under the management function of the Ministry of Transport in 2025 and continue to simplify and reduce administrative procedures in the field of transport according to the Government of Vietnam's program.
- Complete the renewal of the one-stop-shop and interconnected single-window mechanism in resolving administrative procedures of the Ministry of Transport towards enhancing service quality, not based on administrative boundaries, increasing the application of information technology, reducing travel time, social costs, and creating convenience for the people and businesses.
- Strengthen the application of information technology in implementing, resolving administrative procedures, continue to accelerate the roadmap for providing online public services, ensuring at least 80% of administrative procedure resolution files are circulated internally within the Ministry, between competent authorities, or related agencies to be executed electronically.
- Continue to digitize the results of resolving administrative procedures under the competence of the Ministry of Transport that remain effective and in use; ensure 100% of effective results of administrative procedure resolutions are digitized to ensure the connection and sharing of data in resolving administrative procedures in an electronic environment.
- At least 90% of administrative procedures between the Ministry of Transport and other state administrative agencies and internal administrative procedures within the Ministry of Transport are publicly announced and promptly updated.
- The satisfaction rate of the public and businesses regarding the resolution of administrative procedures and the service of state administrative agencies in the field of transport reaches a minimum of 95%.
- Complete other assigned tasks in the Government of Vietnam's Resolution.
(3) Reform of state administrative apparatus organization
- Complete the research and proposal of an overall organizational model of the Ministry of Transport suitable to the specific requirements and conditions of the Ministry in the new phase.
- Clearly distinguish functions, tasks, and powers of each agency, organization, overcoming overlapping, duplication, or omission of functions, tasks between agencies, organizations under the Ministry.
- Complete the streamlining of organizational focal points as stipulated.
- By the end of 2025, review and organize to reduce at least an average of 10% of public service providers and 10% of public payroll enjoying state budget salary compared to 2021.
(4) Reform of civil service policies: building a team of officials and public employees in the transport sector with a reasonable structure, meeting the standards of job titles, job positions, and competency frameworks as prescribed.
(5) Public finance reform
- Research and propose the completion of the legal system to innovate the state budget management mechanism, allocation in the direction of ensuring the leading role of the Central budget and the proactive, positive role of local budgets.
- Continue to review and propose completion of the legal system about innovating the management mechanisms, financial mechanisms for state administrative agencies, and public service providers. Ensure that by the end of 2025, at least 20% of public service providers self-secure regular expenses; 100% of public economic and other career service providers, with sufficient conditions, complete the transformation into joint-stock companies or self-secure regular and investment expenses.
(6) Building and developing a digital Government of Vietnam
- Continue to complete the legal environment to unify information technology application activities, developing a digital government, and ensuring information safety of the transport sector.
- Ensure 80% of administrative procedures eligible are provided as online full-process services; 85% of online full-process records are conducted online; 100% of individuals and businesses using online public services provided by the Ministry of Transport are identified and authenticated seamlessly; 90% of individuals, businesses are satisfied with the resolution of administrative procedures provided by the Ministry of Transport; 100% of administrative procedure resolution records resolved under the jurisdiction of the Ministry of Transport are managed and tracked for handling progress on the Ministry of Transport’s administrative procedure resolution information system; at least 45% online payments on the Service Portal on the total number of payments for public services; 60% of administrative procedures requiring financial obligations are paid online on the National Public Service Portal.
- Ensure the connection of the Reporting Information System with the Government of Vietnam's, Prime Minister’s Directive Information System.
- Ensure at least 90% of work files at the Ministry of Transport are handled in a network environment (excluding work files within the scope of state secrets).
- Ensure 100% of information systems of state agencies under the Ministry of Transport are approved for level and fully deploy plans to ensure information safety according to the level.
- Maintain the application of the Quality Management System according to ISO 9001:2015 for the announced work process solutions; aggregate report to the Ministry of Science and Technology on maintaining the application of the Quality Management System according to ISO 9001:2015 of the Ministry of Transport as prescribed.
(7) Leadership and administration: scientific, smooth leadership, and administration activities, effective and efficient operation to implement administrative reform tasks, ensuring harmony, the overall nature of administrative reform objectives, to build a more professional, modern, and sustainable Ministry of Transport.
