On September 16, 2024, the Ministry of Natural Resources and Environment of Vietnam issued Official Dispatch 6237/BTNMT-DKDLTTDD on land inspection in Vietnam in 2024.

Following Directive 22/CT-TTg dated July 23, 2024, by the Prime Minister of the Government of Vietnam on land inspection in 2024, Decision 817/QD-TTg dated August 9, 2024, by the Prime Minister of the Government of Vietnam approving the “Scheme for land inspection and mapping current land use status in 2024" and Circular 08/2024/TT-BTNMT dated July 31, 2024, by the Minister of Natural Resources and Environment stipulating statistics, land inspection, and mapping current land use status, the Ministry of Natural Resources and Environment requests the People's Committees of provinces and centrally-affiliated cities to organize and implement the following contents:

(1) Regarding the implementation of the land inspection in 2024

Organize the implementation of the land inspection and mapping current land use status in 2024 according to the provisions of Articles 56, 57, 58, and 59 of the Land Law 2024; Articles 4, 5, 6, and 7 of Decree 102/2024/ND-CP dated July 30, 2024, by the Government of Vietnam detailing some provisions of the Land Law 2024 (on land classification and identification); Circular 08/2024/TT-BTNMT dated July 31, 2024, by the Minister of Natural Resources and Environment stipulating statistics, land inspection, and mapping current land use status, and implementing the contents, tasks at point g clause 3 of Decision 817/QD-TTg dated August 9, 2024, by the Prime Minister of the Government of Vietnam.

(2) Concerning thematic land inspection implementation

- The People's Committees of provinces and centrally-affiliated cities directly conduct thematic land inventories. Specifically:

+ Thematic land inspection on the status of management and use of land sourced from agricultural and forestry enterprises will inventory the entire area of land managed and used by agricultural and forestry companies by each commune-level administrative unit within the provincial area, aggregated into Appendix 02 according to forms 01a/KKNLT, 01b/KKNLT, 01b/KKNLT, and 02/KKNLT;

+ Thematic land inspection on the status of eroded and accreted land areas over five years (2020-2024), including: eroded land area (riverbank areas, hill areas, coastal areas), accreted land area (riverbank areas, coastal areas) according to land types stipulated in Article 9 of the Land Law 2024 and Articles 4, 5, and 6 of Decree 102/2024/ND-CP dated July 30, 2024, by the Government of Vietnam detailing some provisions of the Land Law 2024 and aggregated into Appendix 02 according to forms 01/KKSL and 02/KKSL.

- Cooperate with the Ministry of Natural Resources and Environment to carry out thematic land inventories on the status of management and use of golf course land; airport and airfield land, providing relevant documents, materials, maps, and cooperating during the thematic inventory process and providing data into Appendix 02 according to declaration forms No. 01 and No. 02.

(Appendix 01 - Guidance on thematic land inspection regarding the status of management and use of land sourced from agricultural and forestry enterprises and eroded and accreted areas over five years (2020-2024) and Appendix 02 - The thematic land inspection forms enclosed with the Official Dispatch).

- Based on the local state land management needs (if any), determine the thematic inventory contents to be integrated into the 2024 land inspection period to direct the organization and implementation according to the provisions of clause 3, Article 57 of the Land Law 2024.
