Ministry of Information and Communications directive on propaganda to protect sovereignty, territory, sea and islands, and major holidays in 2025

In Official Dispatch 3837/BTTTT-TTĐN dated September 16, 2024, providing guidelines for the development of the Plan for External Information Work in 2025, the Ministry of Information and Communications (MIC) provides guidelines for managing external information activities of provinces and centrally-run cities. The MIC directs the implementation of external information work in 2025. This includes the following directives on propaganda to protect sovereignty, territory, sea, islands, and major holidays in 2025:

(1) Propaganda work and external information to protect sovereignty, territory, and sea and islands, focusing on the following contents:

- Propaganda and external information (TTDN) about the results of implementing three legal border documents on the Vietnam-China land border; legal documents related to the Vietnam-Laos border; the achievement of about 84% of the land border demarcation between Vietnam and Cambodia, contributing to the socio-economic development of localities, ensuring national defense and security in border areas, and strengthening good neighborly relations and traditional solidarity between Vietnam and neighboring countries.

- Raise awareness among the people, especially ethnic minority communities, about constructing and protecting land borders, recognizing the activities of complicated crimes on border lines, especially drug crimes, human trafficking, smuggling, commercial fraud, illegal entry and exit, and drugs.

Strengthen propaganda and TTDN on historical, legal, and practical evidence affirming Vietnam's sovereignty over the Spratly and Paracel Islands; the guidelines and policies of the Communist Party and the laws of the State on economic development in conjunction with ensuring national defense and security at sea; our Party's stance on resolving disputes in the East Sea, the 1982 United Nations Convention on the Law of the Sea, etc.

Improve the effectiveness of information work, propaganda, and TTDN; train, mobilize, and raise awareness and responsibility among functional forces and all classes of people, especially fishermen in 28 coastal provinces, regarding the fight against IUU fishing to sustainably develop the fisheries sector and protect the nation's reputation.

- Proactively grasp, assess, forecast the situation, and implement propaganda and TTDN measures to explain, clarify, and defend sovereignty over territory, sea, and islands. Explain, clarify, refute, and effectively combat the activities of hostile, reactionary, and opportunistic forces inside and outside the country who conspire to exploit ethnic, religious, territorial sovereignty, border, sea, and island issues to damage national unity and Vietnam's foreign relations.

- Integrate TTDN with investment promotion, trade, tourism activities, especially border guard exchanges, people's friendship exchanges, and inter-organizational exchanges, particularly among the younger generations of border localities to promote border trade activities and strengthen the firm foundation of friendship for healthy and stable development of relationships between Vietnam and neighboring countries.

(2) Implement propaganda and TTDN activities for major national holidays in 2025 under the conclusions of the Secretariat, including five major anniversaries: the 95th anniversary of the founding of the Communist Party (February 3, 1930 - February 3, 2025); the 135th birthday of Beloved Uncle Ho (May 19, 1890 - May 19, 2025); the 80th anniversary of the traditional day of the Vietnamese People's Public Security (August 19, 1945 - August 19, 2025) and the 20th anniversary of the All People's National Defense Day (August 19, 2005 - August 19, 2025); especially the 50th anniversary of the Liberation of the South, reunification of the country (April 30, 1975 - April 30, 2025); and the 80th anniversary of the establishment of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025).
