Recently, the Ministry of Industry and Trade of Vietnam has requested to strengthen the management of business activities conducted through the multi-level marketing method.

On October 29, 2024, the Ministry of Industry and Trade of Vietnam issued Official Dispatch 8645/BCT-CT to reinforce the management of business activities through multi-level marketing methods.
The Ministry of Industry and Trade of Vietnam requires enhancing the management of business activities through multi-level marketing methods
To enhance the efficiency of managing multi-level marketing activities and improve the effectiveness of combating related criminal activities, the Minister of Industry and Trade requires units under the Ministry to promptly execute the following tasks:
(1) National Competition Commission
- Review and propose amendments to perfect regulations on managing business activities through multi-level marketing, aiming at meeting strict management requirements regarding security and order for business activities through multi-level marketing (particularly concerning new licensing cases), preventing risks of violating security and order, and against manifestations contrary to cultural traditions, ethical standards, and customs of the nation;
- Continue to review and streamline administrative procedures and business regulations in the field of multi-level marketing to save resources for both enterprises and management agencies in implementing administrative procedures;
- Strengthen the inspection, evaluation, and strict handling of legal violations in multi-level marketing activities;
- Continue to implement the task of monitoring the enforcement of laws in managing business activities through multi-level marketing at the Departments of Industry and Trade;
- Actively coordinate with police agencies in combating crimes in business activities through multi-level marketing;
- Continue to enhance propaganda activities, spread knowledge, and laws to raise public awareness about multi-level marketing; coordinate and train officials of provincial and city-level Departments of Industry and Trade to improve expertise in managing multi-level marketing.
(2) General Department of Market Management
- Lead advice on building and perfecting regulations on sanctioning administrative violations in business activities through multi-level marketing;
- Direct Market Management Departments to actively and proactively inspect the activities of organizations and individuals in multi-level marketing in their territories, strictly handle violations in multi-level marketing activities.
(3) Legal Department:
Coordinate with the National Competition Commission in reviewing, researching, and proposing amendments to, and supplementation of, legal documents on managing business activities through multi-level marketing.
(4) Ministry Office
- Coordinate with the National Competition Commission in announcing administrative procedures, proposing reductions, simplifications, and providing online public services in the field of managing multi-level marketing;
- Lead, cooperate with the National Competition Commission in propagating and disseminating laws on business through multi-level marketing on the Ministry’s electronic portal;
- Coordinate and provide information to news agencies regarding issues related to business activities through multi-level marketing.
(5) E-commerce and Digital Economy Department
Coordinate and support the National Competition Commission in implementing administrative procedures in multi-level marketing activities on the Ministry of Industry and Trade’s online public service portal.
(6) Press and Media Units of the Ministry: cooperate and support the National Competition Commission in propagating and disseminating laws on business through multi-level marketing.
