On December 30, 2024, the Ministry of Health of Vietnam issued Decision 3981/QD-BYT regarding the Administrative Reform Plan for 2025 of the Ministry of Health.

The Ministry of Health of Vietnam issues Administrative Reform Plan for the year 2025​ with the following objectives:

Continue to maintain the objectives of the period 2021-2025. Perfect the health sector institution suitable with the synchronized state administrative system, ensuring the socialist orientation in caring for and protecting the health of the people;

Administrative procedures under the management function of the Ministry are fundamentally reformed, reduced, and simplified within the state management scope of the Ministry of Health, promoting the implementation of administrative procedures in an electronic environment, aiming for a satisfaction rate of over 85% from citizens and businesses for the administrative procedures under the authority of the Ministry of Health by 2025. Organize the measurement of public satisfaction with public health services. The satisfaction rate of citizens should exceed 85% when using public health services at public health facilities.

Innovate the health organization system in a streamlined direction, consolidate units, and enhance decentralization of state management in the health sector.

Build a professional, dynamic, and responsible public service; officials and public employees and workers should have a reasonable number, structure, and sufficient capacity to perform public duties; strive to achieve 100% of agencies and units under and subordinate to the Ministry having a structure of officials and public employees meeting the correct criteria for job titles and competency frameworks according to job positions.

Innovate the mechanism of allocation and use of state budgets linked with assigned tasks and outputs; effectively implement the mechanism of autonomy and self-responsibility for public service providers in the health sector to enhance the quality and efficiency of public service provision.

Enhance the application of information technology, digital transformation in the health sector; apply advanced science and technology in developing the health sector and international integration in health.

The measures for implementation include:

* Directing and leading work

- Strengthen the responsibility role of Communist Party organizations, unions, leadership levels, and heads of units under and subordinate to the Ministry in directing and managing, organizing, and implementing the 2025 administrative reform plan of the Ministry of Health; ensure the quality and effectiveness of administrative reform in 2025 for each unit and the entire health sector.

- Develop and issue directive and executive documents on administrative reform in various forms: resolutions, directives, conclusions of meeting communications of the Ministry's leadership, and unit leadership for implementation.

- Enhance inspection and urging for the implementation of the 2025 administrative reform plan at units, especially for units with many administrative procedures and those that resolve documents late.

* Communication, training, and workshops

- Organize communication and dissemination of the results of administrative reform areas of units under and subordinate to the Ministry in various forms, integrating into task implementation activities at the Ministry and units.

- Develop training programs, and thematic workshops on administrative reform at units under and subordinate to the Ministry, sector health, and local health.

* Strengthen IT application:

- Ensure the information technology (IT) infrastructure system of the Ministry's agencies; the Ministry's electronic portal and units under the Ministry meet the requirements according to regulations.

- Implement the application of information technology (IT) in the management and professional activities of each unit, prioritize implementing projects, proposals, scientific research topics, and key tasks on IT application of the Ministry of Health to build an electronic Government of Vietnam, aiming toward a digital Government of Vietnam.

- Maintain, operate, and upgrade the Ministry's electronic document management system and email system; ensure 100% of officials and public employees use the Ministry of Health's electronic documentation and email system.

- Organize the implementation of entire online public services for services that meet the conditions.

* Arrange human and financial resources

- Regularly consolidate members of the administrative reform Steering Committee of the Ministry of Health, the permanent administrative reform group; Heads of units assign officials and public employees to concurrently work on administrative reform at units under and subordinate to the Ministry;

- Ensure funding for the contents/fields, tasks, activities of administrative reform of the Ministry and units under the Ministry from the budget, career development sources at subordinate public service providers; other legitimate financial sources.

* Promote the sense of responsibility of officials and public employees linked to job positions, responsibilities, and commitments in mission execution.
