The Ministry of Education and Training provides guidance on carrying out tasks of information technology application in the Education sector for the 2024-2025 school year in Official Dispatch 4324/BDT-IT dated 2024.

Ministry of Education and Training's guidance on carrying out tasks of information technology application for the 2024-2025 school year in Vietnam

In accordance with the central task plan for the school year 2024-2025 of the Education sector, the Ministry of Education and Training (MOET) provides guidelines for the execution of tasks related to information technology (IT) applications, digital transformation, and educational statistics for the school year 2024-2025 as follows:

Digital transformation in teaching, learning, and assessment

Effectively implement Circular 09/2021/TT-BGDDT dated March 30, 2021, by the Minister of Education and Training, stipulating the management and organization of online teaching at general education institutions and continuing education institutions, paying attention to implementing some contents as follows:

- Maintain and maximize the benefits of the Learning Management System (LMS) software in online teaching activities to make it an essential, daily educational activity for each teacher and each learner.

- Organize the construction of digital learning materials, contribute and effectively utilize the Shared Resources Repository of the Ministry in organizing teaching and assessment activities.

- Promote regular online assessments; conduct periodic assessments on computers in places where there is a need and conditions for implementation.

- Regularly organize training to enhance digital skills for the teaching staff; prioritize training content related to practical work such as: applying teaching software, creating digital learning materials, electronic lectures, skills in organizing online teaching, applying artificial intelligence in teaching and learning activities.

- Review, invest in new, and procure additional computers to meet the requirements of teaching Informatics; procure equipment for creating digital learning materials and online teaching.

- Continue the effective deployment of the electronic library system (including library management software and a digitized database of books and resources for teaching and nurturing, caring for, and educating children), interconnected with digital learning resource libraries, sharing digitized resources among educational institutions, education managers, and teachers.

- Implement solutions to ensure the safety of the digital education environment in schools.

Digital transformation in the management of educational institutions and construction of educational databases in Vietnam

- Continue deploying school management software to 100% of educational institutions, at a minimum deploying the following modules: learner management (records, learning outcomes, training, report cards, health), staff management, infrastructure management (including a list of minimum teaching equipment, government housing for teachers, classrooms, clean water, sanitation facilities), school health services, finance (cashless payments); ensure seamless connection with the educational database.

- Advise leaders at all levels to allocate resources for the implementation of the digital report card in general education; implement the construction of a database of diplomas and certificates aimed at deploying digital diplomas, digital certificates, and publicizing information on diploma and certificate issuance as prescribed by MOET.

- Construct a completed database according to Circular 42/2021/TT-BGDDT dated December 30, 2021, by the Minister of Education and Training regulating the education and training database, focusing on implementing some tasks as follows:

- Continue expanding the education sector's database, connecting with national databases to enhance the utility and efficiency of educational management (database on early childhood education, continuing education, physical education, ethnic education, student political work, infrastructure, and digital transformation).

- Organize the updating of data on the educational database systems to ensure accurate and timely information as requested by MOET; complete the update of personal identification numbers of teachers and learners; fully update learners' academic results on the Education database for each semester; particularly, complete the information of 12th-grade students, learners to serve the high school graduation exam, and university and preschool education college enrollment, and information for students serving initial school admissions (6th and 10th grades at boarding ethnic schools).

- Upgrade and deploy the information system on universal education and illiteracy eradication based on connecting and inheriting available data from national population and educational databases.

- Strictly implement regular educational statistical reporting policies for early childhood, general, and continuing education at the school/center, district, and provincial Departments of Education and Training (beginning and end of the school year) within the deadline, fully and accurately according to the policies on educational statistical reporting, regulations on periodic reporting under the state management scope of MOET, and ad hoc reporting as requested by MOET.

Continue effectively deploying online public services and cashless payments in education, prioritizing certain services:

- Online registration for the high school graduation exam; online registration for university and preschool education college admission on the National Public Service Portal at the fully integrated level.

- Online services for registration and admission of students at all academic levels; diploma and certificate recognition services aiming to implement at the fully integrated level.

- Focus on deploying 03 groups of fully integrated online public services on the National Public Service Portal according to Decision 206/QD-TTg of 2021.

- Promote the cashless payment of tuition fees and other payments through cashless payment methods; connect tuition fee management software, and management of other payments at educational institutions with cashless payment platforms, including the online payment platform provided on the National Public Service Portal.
