On September 9, 2024, the Ministry of Education and Training issued Official Dispatch 5212/BGDDT-GDTrH regarding the provision of textbooks to localities affected by No.3 typhoon.
In compliance with the Prime Minister's directive on urgent response to No.3 typhoon (storm YAGI) and the subsequent flood; to proactively overcome the aftermath of No.3 typhoon and prepare the conditions for students to return to school, the Ministry of Education and Training requests the Departments of Education and Training to actively review and inventory the damage to school facilities, teaching equipment, textbooks, and learning supplies caused by the storm and flood for remediation plans and report to the competent authorities.
Timely support and assist students, policy families, students in difficult circumstances, and students affected by rain and storms to stabilize their learning; implement measures to ensure safe and effective teaching in schools.
Coordinate with local textbook suppliers to promptly provide additional textbooks for students, ensuring an adequate supply of textbooks to help students quickly stabilize their learning.
For units organizing the compilation and publication of textbooks, the Ministry of Education and Training requires proactive cooperation with localities to promptly review and grasp the conditions of textbooks damaged due to No.3 typhoon's impact to urgently print additional copies and promptly supply them to teachers and students for teaching and learning, giving priority to students in the first and final grades; ensuring no shortage of textbook supplies occurs.
Within the unit's capability, cooperate with local Departments of Education and Training to proactively support textbooks, notebooks, and learning supplies for students from policy families and students severely affected by rain and storms to quickly stabilize their learning.
The Ministry of Education and Training requests the Departments of Education and Training and related units to immediately implement the mentioned contents; report the implementation status and any difficulties or obstacles to the Ministry of Education and Training for guidance and resolution.
According to Clause 1, Article 32 of the Education Law 2019, regulations on general education textbooks in Vietnam are as follows:
- Textbooks are used to implement the general education curriculum, specifying the requirements of the general education curriculum regarding objectives, educational content, and requirements for students' qualities and competencies; guidelines for teaching methods and ways to test and evaluate educational quality; the content and form of textbooks must not include ethnic, religious, occupational, gender, age, and social status prejudices; textbooks are available in printed form, Braille, and electronic books;
- Each subject can have one or several textbooks; encourage private investment in writing textbooks; the publication of textbooks must comply with the law;
- The Provincial People's Committee decides on the selection of textbooks used stably in general education institutions in the area according to the regulations of the Minister of Education and Training;
- Local educational materials are compiled by the Provincial People's Committee to meet the needs and match the characteristics of the locality, reviewed by the provincial review council, and approved by the Minister of Education and Training.
