Ministry of Culture, Sports, and Tourism to implement the Scheme of propaganda for exemplary role models in Vietnam

The Ministry of Culture, Sports and Tourism has Official Dispatch 3714/BVHTTDL-TCCB in 2024 to implement the Scheme of propaganda for exemplary role models in Vietnam in the period of 2022 – 2025 issued by the Prime Minister of the Government of Vietnam.

On December 9, 2022, the Prime Minister of the Government of Vietnam signed Decision 1526/QD-TTg approving the Scheme of propaganda for exemplary role models in Vietnam in the period of 2022 – 2025

To continue the effective and practical implementation of the Scheme, aiming to successfully organize the Fourth National Patriotism Emulation Congress of the Ministry of Culture, Sports and Tourism in 2025 and the Eleventh National Patriotism Emulation Congress in 2025, the Ministry of Culture, Sports and Tourism requests the heads of its affiliated agencies and units to:

- Organize the serious and comprehensive implementation of the Prime Minister's directives in Decision 1526/QD-TTg.

- Proactively and actively discover, cultivate advanced role models in fields of culture, sports, and tourism, closely aligning with the specific areas and actual conditions of the agencies and units according to the standards set forth in point 2, section IV of Decision 1526/QD-TTg.

Particularly focus on identifying and fostering advanced role models in promoting and honoring the values of truth - goodness - beauty, making culture genuinely an endogenous strength in the socio-economic development of the country.

- Based on actual conditions, select collectives and individuals with good practices, creativity, effectiveness, or distinguished and outstanding achievements, who are positive factors leading emulation movements, with a significant impact, to focus on building and nurturing advanced role models in the agencies and units. At the same time, create favorable conditions for these role models to foster creativity, roles, and positive influence in the agencies, units, and the entire sector.

- Continue to promote the cultivation and widespread replication of advanced role models with diverse, flexible forms, suitable to reality, combining traditional and online methods; effectively carry out forms and measures of propaganda, dissemination, and introduction suitable to the experiences, good practices, creativity, effectiveness, and good deeds right within the agencies and units; innovate content, forms, and methods of disseminating and promoting advanced role models ensuring objectiveness and truthfulness, avoiding exaggeration and inflation of achievements.

- Organize exchanges and learning sessions with advanced role models, listening to their experiences, methods, and effective high-achievement practices in movements associated with solutions for promoting emulative activities, creating a broad resonance ensuring the quality of widespread replication of advanced role models.

- Evaluate and select outstanding, highly effective, and widely influential role models across fields of work and through emulation movements to appropriately motivate, honor, and reward promptly, especially on the occasion of organizing the Fourth National Patriotism Emulation Congress in 2025 and in conjunction with the anniversaries of the establishment of the Ministry of Culture, Sports and Tourism.

Objectives of the Scheme of propaganda for exemplary role models in Vietnam in the period of 2022 – 2025 for the period 2022 – 2025

Decision 1526/QD-TTg in 2024 outlines the objectives as follows:

General Objective: To harness the collective strength of the great national unity bloc, the entire political system, armed forces, and all classes of people in patriotic emulation movements. Through these movements and campaigns, identify advanced role models for promotion, dissemination, cultivation, and replication ensuring alignment with grassroots levels, promptly identifying and honoring outstanding models.

Specific Objective: 100% of ministries, central authorities, and local authorities to develop specific standards and criteria for advanced role models suitable to each field, sector, agency, organization, or unit; develop and implement plans to identify, promote, disseminate, replicate, and honor advanced role models through suitable forms of commendation and recognition.
