On May 15, 2014, the Ministry of Justice of Vietnam issued Circular 14/2014/TT-BTP on elaboration of Decree 59/2012/ND-CP on supervision of the law enforcement.

Circular 14/2014/TT-BTP stipulates that the Ministries, ministerial-level agencies, Governmental agencies, and People's Committees at all levels in Vietnam facilitate organizations, individuals, and collaborators in participating in the supervision of law enforcement through the following contents:
- Organizations and individuals participate in the supervision of law enforcement through the following contents:
+ Direct the judicial agencies to take the lead and act as focal points to receive and process information about the law implementation situation as reported by organizations and individuals; maintain a section on the law implementation situation on the Portal or Website of the Ministries, ministerial-level agencies, Governmental agencies, and People's Committees at all levels as stipulated;
+ Ensure necessary conditions for organizations and individuals to implement the collaborator mechanism and the participation of collaborators in the supervision of law enforcement; encourage and promote private investment in activities supervision of law enforcement;
+ Reward organizations and individuals who have made positive contributions and provided valuable information, contributing to enhancing the effectiveness of the work of supervision of law enforcement.
- Collaborators participate in the supervision of law enforcement through the following contents:
+ Collaborators are mobilized to participate in information collection and synthesis activities; investigations and surveys; providing opinions on the handling of supervision results of law enforcement.
+ Based on specific conditions and requirements of the work of supervision of law enforcement, heads of judicial agencies advise and assist the Minister, heads of ministerial-level agencies, and People's Committees at the same level in mobilizing the participation of organizations and individuals with expertise in the fields requiring supervision of law enforcement.
- Collaborators engaged in the supervision of law enforcement to perform under policies through time-bound contracts or on a case-by-case basis.
