According to the regulations, the Minister of Information and Communications of Vietnam must schedule a direct periodic citizen reception once a month at the department's citizen reception office.

On December 13, 2024, the Minister of Information and Communications of Vietnam issued Circular 14/2024/TT-BTTTT, stipulating the reception of citizens, the handling, and resolution of complaints, denunciations, petitions, and reflections.

According to Article 7 of Circular 14/2024/TT-BTTTT, the Minister’s reception of citizens is stipulated as follows:

- The Minister allocates a schedule to directly conduct regular citizen receptions one day per month at the citizen reception room of the Ministry.

- Aside from the regular citizen reception time each month, the Minister may directly receive citizens unexpectedly in the cases outlined in Clause 3, Article 18 of the Law on Reception of Citizens 2013. Specifically:

+ Incidents that are intense, complicated, involve many participants, or pertain to the responsibilities of multiple agencies, organizations, or units or where the opinions of these agencies, organizations, units differ;

+ Incidents that, if not promptly directed and reviewed, could lead to severe consequences or may result in the destruction of State or collective property, harm to the lives and property of the people, or affect political security, public order, and safety.

- The responsibility of organizing the Minister’s citizen reception:

+ The Office of the Ministry is responsible for cooperating with the Ministry Inspectorate to allocate both regular and unexpected citizen reception schedules for the Minister as per legal provisions; update the Minister’s citizen reception schedule on the Leadership Working Calendar system; publicly post the regular citizen reception schedule of the Minister at the citizen reception room; lead and collaborate with the Information Center to announce the Minister’s citizen reception schedule on the Ministry’s electronic portal;

+ The Ministry Inspectorate is responsible for leading, cooperating with relevant agencies and units under the Ministry to prepare plans, documents, and materials to serve the Minister’s citizen reception session, and report to the Minister for review and direction;

+ Relevant agencies and units within the Ministry tied to the case for which the Minister plans to receive citizens are responsible for preparing materials, documents, and content to serve the Minister’s citizen reception session; collaborate with the Ministry Inspectorate and Office to prepare plans for the Minister’s citizen reception session;

+ When the Minister receives citizens, the leadership of the Ministry Inspectorate, the Office, the relevant agency or unit head within the Ministry responsible for the areas concerning citizen complaints, denunciations, petitions, or reflections are required, as per the Minister’s request, to attend the citizen reception.

Time and location for citizen reception of the Ministry of Information and Communications of Vietnam

- Citizen reception is conducted at the citizen reception location (hereinafter referred to as the citizen reception room) during regular business hours, except for cases of unexpected reception decided by the authorized person.

- The Office of the Ministry allocates the citizen reception room at the Ministry’s headquarters to support the Minister’s citizen reception, and the Ministry’s regular citizen reception activities.

- The Department of Radio Frequency and the Department of Telecommunications allocate citizen reception rooms at the Radio Frequency Department Building (No. 115 Tran Duy Hung, Cau Giay District, Hanoi City) and the Telecommunications Department Building (No. 68 Duong Dinh Nghe, Cau Giay District, Hanoi City) for shared use by agencies and units within the Ministry with offices in these buildings.

- Agencies and units with offices outside the above citizen reception locations are to independently arrange citizen reception rooms suitable to their functions and activities.

- When necessary, agencies and units under the Ministry may register to use the citizen reception room at the Ministry’s Headquarters, the Radio Frequency Department Building, and the Telecommunications Department Building.

- The arrangement of citizen reception rooms must ensure compliance with Article 19 of the Law on Reception of Citizens 2013 and Article 5 of Decree 64/2014/ND-CP.

- The content “Regulations on Citizen Reception” is implemented according to the Appendix attached to Circular 14/2024/TT-BTTTT.
