On December 28, 2018, the Ministry of Labor, Invalids and Social Affairs issued Circular 54/2018/TT-BLDTBXH stipulating the minimum amount of knowledge and competency requirements that learners must achieve after graduating at intermediate level, college level for fields, and professions in health and social services.

As per the Regulation on the minimum volume of knowledge, competency requirements that learners must achieve upon graduation at the intermediate level, and college level in the technical disciplines of physical therapy and rehabilitation issued together with Circular 54/2018/TT-BLDTBXH, the minimum skills achieved upon graduation from college in physical therapy and rehabilitation engineering are as follows:
- Effectively communicate with patients, patient families, and colleagues;
- Master the initial first aid skills;
- Identify anatomical locations of muscles, bones, and nerves on patients;
- Proficiently evaluate the function of the body's motor system;
- Operate and maintain professional rehabilitation equipment safely and competently;
- Master various physical therapy methods, cardiac-respiratory physical therapy, neuro-muscular physical therapy, and musculoskeletal physical therapy;
- Apply acupuncture methods and non-drug treatments (traditional medicine) for patient rehabilitation;
- Instruct patients and their families in the effective use of simple supportive devices for treatment;
- Skillfully guide community-based rehabilitation methods;
- Develop team work plans and cooperate with team members to implement patient care and treatment plans;
- Organize and manage physical therapy and rehabilitation departments scientifically;
- Utilize basic information technology according to regulations; apply information technology to certain professional tasks of the industry;
- Use basic English, achieving Level 1/6 in the Vietnamese Framework of Foreign Language Proficiency; apply foreign language skills to certain professional tasks in the industry.
