Minimum Skill Requirements for the "Blacksmithing and Forging" Trade at College Level

From February 10, 2019, Circular 47/2018/TT-BLDTBXH issued by the Ministry of Labor, Invalids and Social Affairs (MOLISA) regulating the minimum knowledge volume and competency requirements that learners must achieve after graduating from intermediate and college levels in mechanical engineering and related fields will take effect.

According to the Regulations on minimum knowledge volume, competency requirements that learners achieve after graduating from the intermediate level, college level in the "forging, stamping" sector attached to Circular 47/2018/TT-BLDTBXH, the minimum skills required after graduating from the "forging, stamping" sector at the college level are as follows:

- Draw and read forging and stamping drawings from simple to complex;

- Develop detailed drawings into blank drawings when stamping sheets;

- Create blank drawings from detailed drawings in hot forging and stamping;

- Design free forging technology processes; mass stamping; sheet stamping;

- Operate and proficiently use various types of heating furnaces, hammers, hot stamping machines, and cold stamping machines;

- Select and use tools specific to the profession such as anvils, hand hammers, sledgehammers, pressing tables, taper tables, stamping molds, etc.;

- Set up various forging and stamping molds on machines ensuring requirements;

- Proficiently apply basic forging and stamping technologies such as drawing, stamping, upsetting, cutting, bending, etc., to create simple-shaped products using hand tools or machines;

- Hot forge products using complex technologies such as bending arcs, bending steel shapes, forging alloy steel, and forging colored alloys;

- Process products of relatively complex shapes, medium and small sizes with hard, soft, and dual-action stamping dies on mass stamping machines;

- Operate sheet stamping machines or sheet stamping lines to create high-accuracy products;

- Operate automatic machines or CNC machines to process high-quality forging and stamping products;

- Operate sandblasting machines, shot blasting machines, and tumbling machines as well as use chemicals to clean forging and stamping products;

- Select annealing, quenching, tempering, and blackening methods for heat treatment and finishing of forged and stamped materials;

- Diagnose and address equipment and product issues during the forging and stamping process;

- Use measurement and inspection tools to check the quality of forged and stamped materials;

- Organize proper industrial hygiene, fire, and explosion prevention and ensure occupational safety for people and equipment;

- Use basic information technology as prescribed; exploit, process, and apply information technology in the professional work of the sector;

- Use basic foreign languages, reaching level 2/6 in the Vietnamese Foreign Language Proficiency Framework; apply foreign languages in professional work of the sector.
