On December 23, 2019, the Ministry of Labor, War Invalids, and Social Affairs of Vietnam issued Circular 21/2019/TT-BLDTBXH promulgating regulations on the minimum volume of knowledge and competency requirements that learners must achieve upon graduation at intermediate and college levels for professions in the fields of computers, information technology, and technical technology.
Minimum skill requirements for the college-level program of communication and computer networks in Vietnam (Illustrative image)
As prescribed in the regulations issued in Circular 21/2019/TT-BLDTBXH, the minimum skills that learners must achieve upon graduating from college-level program of communication and computer networks in Vietnam are as follows:
- Utilize applications on the network system;
- Design, build, and deploy network systems for small and medium-sized enterprises;
- Deploy, install, and operate (administer) information systems for enterprises;
- Evaluate security systems and encrypt data;
- Build and deploy firewall systems to protect network systems;
- Maintain, repair, and upgrade software and hardware of the network system;
- Create lists of access control policies applied to entities within the system;- Use tools to check and scan vulnerabilities on network devices;
- Prepare documentation for monitoring transmission cable systems, equipment infrastructure, service systems, and network security;
- Establish procedures for troubleshooting; policies for maintenance and troubleshooting;
- Manage groups, supervise, and secure information security within medium and small systems.
- Create lists of risks and security vulnerabilities in the system;
- Build simple applications on the network system;
- Evaluate and select wireless network system devices;
- Maintain and troubleshoot wireless network system errors;
- Be proficient in network programming, mobile applications, and smart devices;
- Build and develop communication applications, IT applications, and websites to meet customer expectations;
- Apply communication to build communication strategies and plans, be proficient in social media, social networks, and integrated marketing communications (IMC);
- Apply multimedia communication to create multimedia products that meet communication requirements;
- Use basic IT technology as required; apply IT technology in certain professional tasks in the field;
- Use basic foreign language skills, achieve level 2/6 in the Vietnamese language proficiency framework; apply foreign language skills to professional tasks in the field.
