Minimum Requirements for Graduation from Intermediate Level in Construction Surveying in Vietnam

On December 23, 2019, the Ministry of Labor, War Invalids, and Social Affairs of Vietnam issued Circular 21/2019/TT-BLDTBXH stipulating the minimum amount of knowledge and competency requirements that students must achieve upon graduation at the intermediate and college levels for disciplines and professions in the fields of computer science, information technology, and technical technology.

Minimum Requirements for Graduation from Intermediate Level in Construction surveying in Vietnam​ (Illustrative Image)

In the Regulations issued with Circular 21/2019/TT-BLD-TBXH, the requirements for the minimum knowledge and skills that students must achieve upon graduation in the field of intermediate-level construction surveying in Vietnam are specified as follows:

Criteria Minimum Requirements
Knowledge - Explain the principles of structure, operation, utility, technical specifications, and errors of common surveying instruments such as: theodolite, level, electronic total station, GNSS satellite positioning devices;


- Explain the procedures for using, maintaining, inspecting, and calibrating simple errors of common surveying instruments;


- List measurement units and coordinate systems commonly used in survey;


- Explain the concepts of maps, plans, and construction cross-sections;


- Explain the content and methods of constructing control networks using traditional methods and GNSS technology;


- Explain the procedures for surveying , mapping the area, and constructing various types of construction cross-sections;


- Explain the methods for boundary delineation and construction layout;


- Describe the methods for construction execution inspection and as-built surveying ;


- Explain the procedures for using common surveying software for geographical and construction surveying map creation;


- Explain the methods for mark placement and deformation monitoring of constructions;


- Explain basic knowledge about politics, culture, society, law, national defense and security, and physical education accordance with regulations;


- Explain basic IT knowledge and foreign language proficiency at level 2/6 according to the Vietnam's 6-level Foreign Language Framework.
Skills - Use common surveying instruments such as: theodolite, level, electronic total station, GNSS satellite positioning devices;


- Inspect and calibrate simple errors of common surveying instruments such as: theodolite, level, electronic total station, GNSS satellite positioning devices;


- Construct basic control networks, detailed control networks for surveying , and control networks for construction;


- Use methods for measuring angles, distances, coordinates, and heights; and can perform adjustments on various types of surveying data;


- Calculate basic elements for design, layout, and supervision of construction works;


- Survey and create geographical and construction cross-sections;


- Read technical design drawings; delineate boundaries and layout constructions from design drawings to the field;


- Survey and create as-built drawings of constructions;


- Pplace marks and monitor deformation of constructions;


- Apply regulations, norms, and technical standards in construction survey;


- Use common surveying software for geographical and construction cross-section creation;


- Apply new technologies and green skills, meeting the requirements of the 4.0 technology revolution in construction survey;


- Use basic IT competence as per regulations; apply IT in specialized tasks of the profession;


- Use basic foreign languages at level 1/6 in the Vietnam's 6-level Foreign Language Framework; apply foreign languages in certain specialized tasks of the profession.
Autonomy and Responsibility Level - Careful, meticulous, and serious in performing tasks;


- Adhere to procedures for inspecting surveying instruments and tools;


- Capable of working independently or in teams, solving tasks in changing work conditions;


- Have professional ethics, honesty with measurement, calculation, adjustment, and construction layout results;


- Ensure the plan, schedule, and assigned tasks;


- Evaluate task results and take responsibility for individual work;


- Ensure safety for people, machines, equipment, and tools during task performance.
