On December 23, 2019, the Ministry of Labor, War Invalids, and Social Affairs of Vietnam issued Circular 21/2019/TT-BLDTBXH which provides for the minimum knowledge volume and competency requirements that learners must achieve upon graduation from intermediate and college levels for the sectors and professions in the fields of computing, information technology, and technical technology in Vietnam.

According to the Regulations issued along with Circular 21/2019/TT-BLDTBXH, the minimum knowledge that students must achieve upon graduation from major in communication and computer networks at the college level in Vietnam is as follows:
- Present basic knowledge about computers;
- Present foundational knowledge about computer networks;
- Analyze the network system usage needs of clients;
- Analyze the needs for upgrading and optimizing the network system;
- Present principles and methods for planning, designing, building, installing, configuring, operating, managing, maintaining, repairing, and upgrading computer network systems;
- Identify functions and operations of network devices within the system;
- Present the process for checking network devices and network communication;
- Accurately describe the structure and roles of network services, computer network knowledge, and network management;
- Identify the requirements for data exploitation, update, and report generation in software;
- Present basic knowledge about network application development;
- Identify the necessary network models and systems for IT service exploitation;
- Describe how to design and install wireless networks;
- List potential risks and security incidents and propose solutions to handle them; Classify different types of viruses and anti-virus software;
- Analyze and evaluate the security level of the network system and protective measures for the network system;
- Present how to establish policies for maintaining, troubleshooting, and monitoring network system operations according to ISO 2700 standards;
- Present how to develop policies to troubleshoot network cables, network infrastructure, network systems, and network security;
- Explain the technical parameters of operating systems, network services DHCP, Web, Mail, FTP, DNS;- Identify possible risks that might affect the safety of network services;
- List configuration items needed to secure network services;
- Present methods of hacker attacks on network systems;
- Present the latest updated technologies and advanced techniques for counter-attack against sources of network attacks;
- Present methods to manage technological risks and technical deployments in network systems;
- Identify the process of shift handover and job logging;
- Identify occupational safety standards;
- Accurately present basic knowledge of computer engineering, application programming; Network programming methods, mobile device programming, and smart device programming;
- Present knowledge about programming, IT application development, website design;
- Present knowledge about building and developing communication applications;
- Present methods of applying communication in building communication strategies and plans, social communication and social networks, integrated marketing communication (IMC);
- Present knowledge about multimedia communication;
- Present basic knowledge about politics, culture, society, law, national defense, security, and physical education as per the regulations.
