From February 10, 2019, Circular 47/2018/TT-BLDTBXH issued by the Ministry of Labor, War Invalids, and Social Affairs of Vietnam on the minimum knowledge volume and required competencies for graduates from intermediate (Level 4 of VQF) and college (Level 5 of VQF) levels in mechanical engineering sectors will come into force.

According to the regulation on the minimum knowledge volume and required competencies for graduates from intermediate and college levels in mechanical equipment assembly issued together with Circular 47/2018/TT-BLDTBXH, the minimum knowledge required for graduates of Mechanical equipment assembly, Level 4 of VQF in Vietnam is as follows:
- Present the safety standards in an industrial environment;
- Analyze the contents on technical drawings according to Vietnamese standards and international standards (ISO);
- Present the structure, physical properties, chemical properties, and mechanical properties within the material symbol system used in mechanical engineering according to Vietnamese standards and several other countries worldwide;
- Present the structure, operating principles, and usage scope of hand-held mechanical tools;
- Explain the mechanical processing methods using hand-held tools such as sawing, filing, marking, drilling, reaming, tapping internal and external threads with taps and dies, etc.;
- Present the fitting regulations of the fitting tolerance system for smooth surfaces according to Vietnamese standards;
- Present the structure, usage, maintenance, and preservation methods of basic measurement and inspection tools in mechanical engineering such as leaf gauges, tape measures, calipers, micrometers, thread profile gauges;
- Organize the implementation of occupational safety and industrial hygiene measures at the workplace;
- Present the basic knowledge of politics, culture, society, law, national defense, and security, and physical education according to regulations.
