On February 10, 2019, Circular 47/2018/TT-BLDTBXH of the Ministry of Labor, Invalids and Social Affairs (BLDTBXH) promulgating regulations on the minimum amount of knowledge, competency requirements that learners must achieve after graduating from intermediate level, college level in mechanical engineering fields will take effect.

According to the regulations on the minimum amount of knowledge and competency requirements that learners must achieve upon graduation at the intermediate and college levels in the forging and stamping sector, issued together with Circular 47/2018/TT-BLDTBXH, the minimum knowledge that must be achieved upon graduation in the "forging and stamping" sector at the college level is as follows:
- Analyze conventions and symbols on forging drawing blueprints;
- Explain the usage, structure, operating principles, and scope of use for forging, bulk stamping, and sheet stamping equipment and tools;
- Analyze the characteristics and properties of commonly used materials in forging and stamping, and the factors affecting the properties of metals when heated, forged, or stamped;
- Explain the method to create a blank drawing from a detailed drawing in hot forging and stamping;
- Analyze the deformation process of metals in hot and cold states under the influence of external forces;
- Explain the selection of heating furnaces, heating methods, and metal heating policies;
- Explain energy saving and usage methods in forging and stamping;
- Explain the design method for free forging technology processes, bulk stamping, and sheet stamping;
- Explain the structure, measurement methods, and maintenance of various measuring tools used in forging and stamping;
- Analyze common failures encountered in forging and stamping; causes, prevention, and remediation methods;
- Explain measures to ensure industrial hygiene and labor safety;
- Explain basic knowledge about politics, culture, society, law, national defense and security, and physical education as required.
