On February 10, 2019, Circular 54/2018/TT-BLDTBXH of the Ministry of Labor, Invalids and Social Affairs (BLDTBXH) stipulating the minimum volume of knowledge and requirements for competencies that learners must achieve after graduating from intermediate and college levels in fields of health and social services, came into effect.

According to regulations on the minimum knowledge volume and required competencies that students must gain after graduating from intermediate and college levels in the field of nursing issued together with Circular 54/2018/TT-BLDTTBXH, the minimum knowledge that students must have after graduating at the college level in nursing includes:
- Be able to present basic scientific knowledge, basic medical knowledge, and specialized knowledge to explain the causes, symptoms, diagnosis, and treatment directions of patients in order to plan patient care;
- Be able to analyze pharmacology, nutrition, human psychology, and infection control in care practice;
- Be able to explain the pharmacokinetics of drugs, drug effects, and the regulations for drug use to administer drugs rationally and safely;
- Be able to present knowledge about microorganisms to identify disease-causing agents and sources of infection in order to plan disease prevention;
- Be able to explain the process of admitting patients to the hospital and guide patients through the necessary procedures and paperwork for discharge;
- Be able to analyze the psychological characteristics of each patient to choose appropriate communication and health consultation methods;
- Be able to present fundamental knowledge about politics, culture, society, law, national defense-security, and physical education as prescribed.
