From February 10, 2019, Circular 48/2018/TT-BLDTBXH of BLDTBXH stipulating the minimum amount of knowledge and the competency requirements that learners must achieve after graduating from intermediate and college levels in the fields of electrical, electronic, and telecommunications engineering will take effect.

Pursuant to the regulations on the minimum knowledge volume and the competency requirements that learners must achieve upon graduation at the intermediate and college levels in the field of fisheries refrigeration and air conditioning, issued in conjunction with Circular 48/2018/TT-BLDTBXH, the minimum knowledge volume that learners must achieve upon graduating from the intermediate level in the field of fisheries refrigeration and air conditioning is as follows:
- Present basic knowledge about fire and explosion safety, the use of electricity, refrigerants, occupational accident prevention, and first aid for accident victims;
- Analyze structural diagrams and the operating principles of equipment in the fisheries refrigeration system;
- Explain the operating principles of the fisheries refrigeration system;
- Describe the process of operating, maintaining, and repairing the fisheries refrigeration system;
- Identify the causes of mechanical, electrical, and refrigerant system failures in the fisheries refrigeration system;
- Present the operating principles of the fisheries refrigeration system;
- Present the operating principles of electrical devices, control devices, measuring and testing devices in the fisheries refrigeration system;
- Understand how to read installation drawings of mechanical, electrical, and refrigeration systems for fisheries;
- Describe the process of operating, maintaining, and repairing the mechanical, electrical, and refrigeration systems for fisheries;
- List the phenomena and causes of mechanical, electrical, and refrigerant system failures in the fisheries refrigeration system;
- Present measures for food hygiene and safety, fire and explosion prevention, occupational accident prevention, and first aid methods for accident victims;
- Present the requirements and implementation measures for greening the fisheries refrigeration occupation;
- Present basic knowledge about politics, culture, society, law, national defense, security, and physical education as regulated.
