Recently, the Ministry of Labor, Invalids, and Social Affairs issued Circular 48/2018/TT-BLDTBXH regulating the minimum amount of knowledge and competency requirements that learners must achieve after graduating from intermediate and college levels in technical fields of electrical, electronics, and telecommunications.

In the regulations on minimum knowledge volume, competency requirements that learners must achieve after graduating from intermediate and college levels in the field of electrical installation and control engineering in the industry, issued with Circular 48/2018/TT-BLDTBXH, the minimum knowledge that must be achieved after graduating from the college level in electrical installation and control engineering in the industry is specified as follows:
- Describe the structure, working principles of electrical devices and equipment in the power supply system, electrical installations, and industrial automation control;
- Describe the principles and standards for ensuring occupational safety, electrical safety for people and equipment;
- Describe the methods of measuring parameters and basic quantities of electrical circuits;
- Explain basic concepts, laws, and theorems in DC circuits, single-phase AC circuits, and three-phase AC circuits;
- State the technical standards of common electrical material groups according to Vietnamese standards and IEC standards;
- Describe the types of failures in electrical equipment, causes, preventive measures, and remediation solutions;
- Explain the wiring procedures and their application in practical production;
- Analyze the schematic diagrams of the power system and production machines in automation lines such as conveyors, cranes, elevators...;
- Describe the principles of power transmission systems;
- Describe the structure and working principles of basic power electronics components;
- Explain the structure and operating principles of programmable logic controller (PLC) systems;
- Describe and analyze the principles and structures of pneumatic electrical control systems;
- Describe and classify the basic components of industrial communication networks;
- Analyze, aggregate, and evaluate the progress of electrical installation construction;
- Explain the structure and working principles of SCADA (Supervision Control And Data Acquisition) systems in the industry;
- Describe basic knowledge about politics, culture, society, law, national defense-security, and physical education as stipulated.
