Effective from February 10, 2019, Circular 48/2018/TT-BLDTBXH issued by the Ministry of Labor, Invalids and Social Affairs (BLDTBXH) stipulates the minimum knowledge volume and competency requirements that learners must achieve upon graduation at intermediate and college levels in the fields of electrical engineering, electronics, and telecommunications.

Pursuant to the Regulation on Minimum Knowledge Volume, Competency Requirements for Graduates of Intermediate Level and College Level in the Field of Power Line Installation and Substations with a Voltage of up to 110 kV issued together with Circular 48/2018/TT-BLDTBXH, the minimum knowledge that students must acquire upon graduation in the field of power line installation and substations with a voltage of up to 110 kV at college level is stipulated as follows:
- Be able to present methods for reading various types of drawings, symbols on diagrams used in construction, installation; maintenance, repair; testing, calibration of electrical works with a voltage of up to 110 kV;
- Be able to present the structure, usage, and maintenance methods for various means, equipment, tools, and materials used in construction, installation; maintenance, repair; testing, calibration and safety procedures in constructing electrical works with a voltage of up to 110 kV;
- Be able to present the process of receiving equipment on the construction site; installation; maintenance, repair; testing, calibration of electrical works with a voltage of up to 110 kV;
- Be able to present regulations, safety measure organization plans in construction, installation; maintenance, repair; testing, calibration of electrical works with a voltage of up to 110 kV;
- Be able to present regulations on checking equipment, safety tools before work; principles, and regulations when working at heights, working with live equipment;
- Be able to present the structure, working principles, characteristics, and functions of: various types of electrical apparatus, electrical machines, measuring devices, lightning protection systems, batteries, high voltage capacitors, arc extinguishing coils, crossarms, insulators, bars, wires, and cables, electrical poles, grounding systems, electrical cabinets: distribution cabinets, switching cabinets...;
- Be able to present the structure, characteristics, and operational procedures of various power lines, substations with a voltage of up to 110 kV; electrical works;
- Be able to present methods for analyzing, aggregating data on various technical drawings; methods for accurately determining the layout and installation positions of equipment, markers related to the construction and installation on the site;
- Be able to present methods for selecting wires, cables; electrical apparatus, measuring devices, signals, control, protection... for electrical works;
- Be able to present various template forms for data synthesis, assessment, and evaluation of the construction and installation process; maintenance, repair; testing, calibration of electrical works with a voltage of up to 110 kV;
- Be able to present the steps of implementing the 5S standards at the workplace; methods for first aid to accident victims;
- Be able to present methods for planning, scheduling, construction, installation plans; maintenance, repair; testing, calibration of electrical works with a voltage of up to 110 kV;
- Be able to present methods for data synthesis (statistics), report making; methods for asset and equipment inspection and monitoring;
- Be able to present construction, installation plans; maintenance, repair; testing, calibration of electrical works with a voltage of up to 110 kV;
- Be able to present methods, processes, and technical standards for construction, installation; maintenance, repair; testing, calibration of electrical works with a voltage of up to 110 kV;
- Be able to present measurement and inspection methods, post-construction and installation; maintenance, repair; testing, calibration of electrical works with a voltage of up to 110 kV;
- Be able to present the procedures for inspection, and handing over electrical works;
- Be able to present regulations for implementing receive/lock work permits when performing maintenance, repair of electrical works;
- Be able to present the process for constructing electrical pole foundations; grounding systems; installing and erecting electrical poles; installing equipment for power lines; stringing wires/cables, pulling wires/cables, tensioning wires/cables, getting deflection, locking wires/cables; constructing cable headboxes; testing cables; constructing cable trenches; installing lightning protection systems... for power lines with a voltage of up to 110 kV;
- Be able to present the process for erecting electrical poles; grounding systems; installing transformers; measuring transformers; distribution cabinets, switching cabinets; installing busbars, connecting lines into substations; installing switching equipment, high voltage protection; measuring systems, control, protection; capacitance compensation systems; DC, AC power systems; dispatching and communication systems, SCADA systems; self-use power systems,... substations with a voltage of up to 110 kV;
- Be able to present procedures for maintaining and repairing pole foundations, electrical poles; crossarms, insulators, wires, electrical conductors; lightning protection systems; isolators, fuses; grounding systems; underground cables systems; DC power systems; circuit breakers; transformers...;
- Analyze and aggregate data based on various technical drawings in the construction, installation; maintenance, repair; testing, calibration of electrical works with a voltage of up to 110 kV;
- Analyze and evaluate discrepancies between the site and construction, installation drawings; maintenance, repair; testing, calibration of electrical works with a voltage of up to 110 kV;
- Analyze types of damage, effects of damage, construction, installation; maintenance, repair; testing, calibration on the operation of equipment in electrical works with a voltage of up to 110 kV;
- Analyze the advantages and disadvantages of similar equipment from different manufacturers;
- Understand methods to aggregate means, equipment, tools serving construction, installation; maintenance, repair; testing, calibration of electrical works with a voltage of up to 110 kV;
- Understand methods to accurately determine layout positions, construction, installation positions of equipment, markers related to construction and installation on the site;
- Be able to present procedures for construction, installation; maintenance, repair; testing, calibration of electrical works with a voltage of up to 110 kV;
- Be able to present basic knowledge about politics, culture, society, law, national defense, security, physical education as regulated.
