On December 28, 2018, the Ministry of Labor, Invalids and Social Affairs issued Circular 54/2018/TT-BLDTBXH stipulating the minimum amount of knowledge and competency requirements that learners must achieve after graduating at intermediate level, college level for fields, and professions in health and social services.

According to the Regulation on Minimum Knowledge Volume, competence requirements that students achieve after graduating from intermediate level and college level in the occupation of medical laboratory technology issued with Circular 54/2018/TT-BLDTBXH, the minimum knowledge achieved after graduating from the college level of medical laboratory technology is specified as follows:
- Present basic scientific and foundational medical knowledge for laboratory technician work in medical testing;
- Explain the structure, activities, and functions of the human body in both normal and pathological states; specialized medical knowledge for work purposes;
- Present the impact of the living environment on human health, measures to maintain and improve living conditions to protect and enhance health;
- Explain the principles and mechanisms of biochemical immune tests, blood transfusion hematology, microbiology-parasitology, and common cytology-histopathology tests for diagnosis and treatment;
- Analyze the principles and methods for preparing certain standard solutions, dyes, reagents, and environments;
- Explain antiseptic regulations, provisions on the use of chemicals, specialty reagents, biological safety, and laboratory quality management;
- Present scientific methodology in scientific research work;
- Apply knowledge of policies, laws, and regulations regarding professional practice to protect the legitimate rights of individuals, colleagues, patients, and the public under specific professional conditions;
- Present basic knowledge of politics, culture, society, law, national defense, security, and physical education as prescribed.
