Minimum Equipment Requirements for Rice Milling Facilities

The content is detailed in Circular 12/2013/TT-BNNPTNT of the Ministry of Agriculture and Rural Development, which stipulates the National Technical Regulation on Paddy Storage Facilities and Rice Milling Establishments.

Facilities for rice milling must be equipped with the minimum parts and equipment specified in the National Technical Regulation on Rice Milling Facilities (Designation: QCVN 01 - 134: 2013/BNNPTNT) issued together with Circular 12/2013/TT-BNNPTNT as follows:

Analysis Department: Must be equipped with specialized testing and analysis equipment that meets technical requirements to analyze, evaluate, and classify rice based on indicators such as moisture content, impurities, intact grains, damaged grains, and immature grains. Main equipment in the analysis and inspection department includes:

- Analytical balance;

- Technical balance with an accuracy of up to 0.01g;

- Oven with adjustable temperature settings;

- Desiccator, sample containers with lids;

- Magnifying glass with magnification from 5 to 12 times;

- pH meter, water bath, volumetric flask, pipettes, glass dishes, and beakers;

- Sample dividers or white enamel trays, brushes, grain tweezers;

- Size classification tools or the sieving component;

- Metal sieves with receiving bottom and lid, with pore sizes meeting technical requirements;

- Hull remover (or sample milling machine) to hull rice samples;

- Pestle or sample polishing machine (for polishing brown rice samples);

- Moisture measuring tools;

- Grain size measuring tools;

- Whitening degree measuring tools.

Milling System: Must ensure sufficient capacity to meet technical and technological requirements. The milling system includes the following main equipment:

- Cleaning equipment;

- Hull removing equipment;

- Husk separation equipment;

- Paddy separation equipment;

- Stone separation equipment.

Polishing, grading, color sorting, and blending line: Must ensure sufficient capacity to meet technical and technological requirements. The line includes the following main equipment:

- Bran removing equipment (whitening);

- Polishing equipment;

- Moisture reducing equipment to meet technical moisture requirements;

- Broken rice separation equipment;

- Blending system;

- Color sorting equipment.

Packing Line: The packing line capacity must be appropriate and meet the technical and technological requirements in packing finished products. The packing line includes the following main equipment:

- Quantitative equipment including: product reservoir, scale;

- Packing equipment including: conveyor system, bagging machine, labeling machine.

Hygiene Requirements for Workshops

- Inside workshop hygiene: Regularly clean machinery, equipment, ceilings, walls, floors, doors, ventilation doors, and ventilation ducts with regulations on periodic thorough cleaning.

- Outside workshop hygiene: Regularly clean the surrounding areas, drainage systems, and ensure no water stagnation.
