Inter-Circular 16/2016/TTLT-BYT-BQP on military service health examinations (effective from August 15, 2016) stipulates that the health examination period starts from November 1 to December 31, 2016. The health examinations for the 2017 military recruitment period shall be conducted according to the following procedures:
Step 1: Preliminary Military Service Health Screening
Preliminary Military Service Health Screening involves conducting an initial health check and assessment for citizens called to undergo health examinations for military service before each recruitment and conscription period.
- Location: Conducted at the communal health station under the professional and operational direction of the district health center.- Health screening content:- Detect cases of physical inadequacy, deformities, anomalies, and diseases exempt from military service;- Personal and family medical history.- Health screening process:- Based on the recruitment and conscription plan of the local Military Service Council, create a list of citizens called for military service health examinations within the managed area;- Conduct the preliminary health screening based on the screening content;- Complete and confirm the personal medical history and information of citizens called for military service health examinations;- Compile a list of citizens with diseases listed in the exemption from military service registration, reported to the commune Military Service Council;- Aggregate, compile, and report preliminary health screening results.
Step 2: Military Service Health Examination
Military Service Health Examination is the process of conducting health checks, classification, and concluding the health status of citizens called for military service who have passed the preliminary health screening and those registered for military education entrance exams, conducted by the district Military Service Health Examination Council.
- Location: The district/quarantine health center establishes a Military Service Health Examination Council including: doctors, healthcare staff from the district health center, professional staff from the Health Department, military health staff from the district Military Command, and other relevant units. Comprising:- 01 Chairman: the Director of the district health center;- 01 Vice Chairman: the Deputy Director in charge of professional affairs;- 01 Standing Member cum Secretary: a professional staff member from the Health Department;- Other members.- Examination contents:- Physical examination;- Clinical examinations in various specialties: Ophthalmology, ENT, Dentistry, Internal Medicine, Psychiatry, Surgery, and Dermatology. If in the examination, any specialty is scored 5 or 6, the specialist must report to the Chairman of the Health Examination Council for consideration on whether to continue other specialty examinations;- If necessary, drug and HIV/AIDS testing can be conducted.- Health classification.- Health examination process:- Create a list of citizens eligible for conscription who have passed the preliminary health screening within the managed area;- Notify the time and place for the health examination;- Conduct the health examination following the examination contents;- Organize counseling and HIV testing as prescribed by the Law on Prevention and Control of HIV/AIDS for cases meeting the health standards for annual conscription as guided by the Minister of National Defense;- Complete the health certificate;- Aggregate and report the results of the military service health examination.
