Recently, the Government of Vietnam issued Decree 118/2018/ND-CP regulating the coordination of military and civilian medical operations. The Decree specifically regulates the coordination of military and civilian medical operations in the prevention and control of epidemics.
According to Chapter II of Decree 118/2018/ND-CP, the regulations on combining military and civilian medical systems in the prevention and control of pandemics are as follows:
- Combination in propaganda about pandemic prevention and control includes the following contents:
- Propaganda and education for the people and troops about the following contents: personal hygiene, environmental hygiene, and food safety; risks, transmission routes, and measures for pandemic prevention and control;- Propaganda to raise awareness about the responsibility of agencies, organizations, and individuals in pandemic prevention and control.
- Combination in investigation, supervision, and intervention in pandemic prevention and control includes the following contents:
- Organizing epidemiological investigations and monitoring the pandemic situation;- Implementing environmental hygiene measures, managing biological waste, medical waste, and implementing disinfection measures, eliminating pathogens, and disease transmission intermediaries at localities and units;- Executing an expanded immunization program for the people and troops;- Implementing necessary medical isolation measures;- Organizing training sessions and drills for pandemic prevention and control plans suitable to the actual situation at localities;- Combining in organizing the admission and treatment of infectious disease patients when pandemics occur;- Conducting training and continuous training on professional techniques in epidemiological investigation, monitoring, diagnosing, and managing, treating infectious diseases that can become pandemics;- Researching pathogens that have the potential to cause pandemics in humans, their transmission routes, disease transmission intermediaries, and developing techniques for monitoring and identifying pandemic-causing pathogens.
