- Couples who have stepchildren (biological children):

+ Have one or two children if one partner already has stepchildren (biological children).

+ Have one or two children in a single birth, if both partners have stepchildren (biological children). This provision does not apply if the couple has had two or more joint children who are still alive.

- Unmarried women who give birth to one or two children in a single birth.

- Having a third child or more before January 19, 1989 (the effective date of Decision 162-HDBT, dated October 18, 1988, of the Council of Ministers "On some population policies and family planning").
